2.2 VISUALIZATION, PRESENTATION AND COMMON DATA NEEDS <br />One of the primary objectives of the SPDSS is to facilitate ease of use and greater understanding <br />by the users. Based on the interviews and other available information, the following visualization, <br />presentation and common data needs were identified: <br />• Need for easy access to documentation, data, and products on the CDSS web site, while <br />adhering to the State's web site standards <br />• Need visualization tools for all components, including data, maps and graphs <br />• Need a comprehensive, easy to use GIS database for use in most elements of the SPDSS <br />• Need spatial data and DSS products that are in an easily understood map form. Basic <br />spatial data that are needed include boundaries, land resources, river network, gages, <br />diversion structures, etc., in consistent and commonly used projections and formats <br />• Need improved user access to spatial data and DSS results through the Internet. These <br />results should be available from the user's desktop using standard viewing tools (e.g., web <br />browser) and without having to transfer large data sets. <br />2.3 SURFACE WATER PLANNING NEEDS <br />Surface water planning is a primary function of the SPDSS. The following expressed needs <br />provide guidance for the data and tool development required by entities involved in surface water <br />planning, including water users, water managers and State officials: <br />• Need to assess effects of historic and future growth scenarios on water use and water <br />supply sufficiency <br />• Need to assess influence of drought on historic water use and water supply <br />• Need to investigate opportunities for, and value of, water management strategies including: <br />- interruptible supply programs <br />- re-operation of existing storage <br />- water banking <br />- recharge plans <br />- instream flow appropriations <br />- augmentation and exchange plans <br />- water availability for junior priority water rights <br />- changed water rights, <br />- conjunctive use plans <br />• Need to assess effects of historic and proposed water management strategies to satisfy <br />Compact obligations in an environment of changing water use <br />• Need to investigate opportunities for new storage reservoirs <br />p:data\gen\spdss~final report\chapter 2.doc 2-3 <br />October 31, 2001 <br />
