Identify the scope, data needs, functions and components of a DSS for the South Platte <br />River basin and the North Platte River basin in Colorado <br />• Identify the costs and schedule required to develop a DSS for the South Platte River basin <br />and the North Platte River basin in Colorado <br />The initial vision for the SPDSS is to create adata-centered system that can be incorporated into <br />CDSS and that is capable of: <br />• Supporting, and integrating with, the existing DWR common database (HydroBase) by <br />providing both historic and real time data required by water users, water managers and <br />State officials <br />• Providing water budgets for the South Platte River and North Platte River basins in <br />Colorado <br />• Providing more useful and more efficient tools for the State Engineer's Office to <br />administer water rights in the basin <br />• Providing more useful and more efficient water planning and accounting tools for water <br />managers and water suppliers to effectively manage their water resources <br />Accordingly, the SPDSS will need to accomplish the following: <br />• Provide data required to fulfill the direct data needs of water users, water suppliers, water <br />managers and State officials, as well as provide the appropriate data needed for the <br />required analytical tools. Required data for use in analytical tools will be collected <br />through an initial data collection effort, expected to last two to three years. Analytical tool <br />development will not begin until at least the second year of SPDSS development. <br />• Provide comprehensive, accurate and user-friendly databases of required data compatible <br />with the HydroBase database <br />• Provide data and analytic tools to evaluate proposed alternative water resources projects <br />and management plans. These data and analytic tools should (1) facilitate development <br />of projects, plans and strategies that optimize the use of available resources for a range of <br />hydrologic conditions; and (2) provide for development of efficient and effective water <br />projects and management strategies. <br />• Provide real time data and analytic tools to State officials for efficient administration of <br />water rights according to State water law <br />• Provide real time data to water managers, suppliers and users for accounting purposes <br />• Provide a functional, integrated system that can be efficiently maintained and upgraded <br />by the State in the future <br />• Have the capability to accurately represent current and future Federal and State <br />administrative and operational policies and laws <br />• Promote information sharing among government agencies and water users <br />p:data\gen\spdss\final report\chapter l.doc 1-2 <br />October 31, 2001 <br />
