Administration Tools <br />Each alternative includes enhancements of existing State administration tools that will <br />increase the ability of the State Engineer to efficiently and effectively administer the State's <br />water resources. However, easier access to more data is included in Alternative 2. Both <br />historic and real-time data, as well as improved tools, will provide practical assistance to the <br />State Engineer and the Division 1 Engineer in administration of the South Platte River. This <br />improved access to better information about the "state-of--the-river" will not only aid the <br />State Engineer but also the CWCB and other users who are accounting for their water rights <br />use as well. <br />The following administration tools make Alternative 2 the most cost-effective alternative: <br />• Automated call notification so that water users can efficiently manage their resources <br />• Improved access to real-time streamflow and diversion data to assist with <br />administration <br />• Development of improved tools and procedures to allow direct entry of data by users <br />into a provisional real-time database to facilitate river administration <br />• Better access to historic river call, augmentation plan, substitute supply plan and <br />transfer decree data <br />• Improved ability to perform bulk analysis of real-time or historic data to help <br />summarize the effects of current conditions or administrative decisions <br />• Access to animation tools for presentation and visualization of real-time and historic <br />satellite and Water Information Sheet data <br />Planning Tools <br />The development of planning tools for the SPDSS fulfills many of the needs of the CWCB <br />and DWR as well as Colorado water users who require tools and models they can trust to <br />develop predictions and determine outcomes of particular events. Alternative 2 will provide <br />better tools and models for: <br />• Evaluating the success of Platte River species of concern efforts <br />• Improving the applicability of streamflow depletion factors for groundwater analysis <br />in both the Denver Basin and Overlying Alluvium and the Lower South Platte <br />Alluvium Regions <br />• Determining the effects of groundwater pumping <br />• Providing dataset quality assurance/quality control (QA/QC) <br />The following planning tools and models are included in Alternative 2: <br />• A basin-wide water resource planning model (StateMod) that will operate on both a <br />monthly and daily time step and includes 100 percent of the basin's consumptive use. <br />p:Adata\gen\spdss\final report\executive summary.doc E'-6 <br />October 31, 2001 <br />
