ALTERNATIVE 2 BENEFITS <br />Development of SPDSS tools and data <br />components and data from Alternative 1, <br />and robust and flexible tools to use in <br />Colorado's water resources. <br />at the Alternative 2 level of effort, which includes all <br />will give the CWCB, DWR and water users more data <br />the development, management and administration of <br />Data <br />The data required for SPDSS implementation will serve two uses: (1) as basic information for <br />the CWCB, DWR and water users to fulfill their own specific needs, and (2) as model input and <br />calibration information for use by the State and water users. In this way, benefits to SPDSS <br />users, including both water users and the State, will begin immediately after data collection <br />begins. Alternative 2 will create more complete and accurate database records that will be <br />beneficial to CWCB, DWB and water users. In addition, Alternative 2 will provide tools for <br />viewing, manipulating and analyzing data. Tools developed in Alternative 2 will offer more <br />flexibility to users with different information and analysis needs. The following lists some of the <br />data and data tools that will be produced under Alternative 2: <br />• More complete and more accurate streamflow, diversion, transmountain diversion, <br />reservoir and water rights data in HydroBase that can be easily accessed and viewed <br />• Access to real-time provisional streamflow and diversion data with an upgraded <br />administration tool (CWRAT) which will allow data input to spreadsheets <br />• Provide ready access to the current year's real-time data <br />• Two new stream gages on the South Platte River at Julesburg and Atwood <br />• A two-year point-flow stream gaging program on the mainstem of the Lower South <br />Platte River to better understand gains and losses on deliveries of water. <br />• A two-year point-flow stream gaging program in thin alluvium valleys overlying the <br />Denver Basin aquifer per SB 96-74 recommendations (used in coordination with <br />groundwater component to evaluate the accuracy and validity of groundwater <br />models). <br />• Eight new satellite monitoring systems installed at key diversion points in the basin <br />including six diversions and two transmountain diversions <br />• Ability to determine calling water rights on mainstem South Platte River and <br />tributaries <br />• Computer generated straight line diagrams showing locations and distances of the <br />stream system and diversions <br />• An expanded database that enhances the ability to document augmentation plans and <br />instream flow data <br />• Distribution and updates of the State's database, HydroBase, via compact disc (CD) <br />• Faster and easier data access via the Internet <br />• Documentation directed to new users in order to make data access easier <br />p:Adata\gen\spdss\final report\executive summary.doc E'-4 <br />October 31, 2001 <br />
