Needs Assessment <br />• Need a program to maintain the system so it is available to users <br />• Need data access and display utilities <br />• Need data analysis tools <br />• Need an easy to use system <br />• Need a system that is accessible on the Internet <br />• Need good documentation <br />(9) Documentation <br />• Need publicly available documentation of data sources, models, and their <br />assumptions <br />• Need publicly available records of monitoring well completion <br />The needs identified above are important to at least some, if not all, of the water users, agencies, <br />and individuals interested in water issues in the San Luis Valley. The problem or question to be <br />addressed is not explicitly defined for many of the issues, yet it is important that each of the <br />issues be recognized in the feasibility study process. <br />2.2 Addressing the Identified Needs -System Requirements <br />After the needs were identified and categorized, the consultant team inventoried available data <br />and evaluated DSS components that would address the needs. This process is described in the <br />following chapters. It became obvious from the needs identification process that a number of <br />project components will be necessary for the Rio Grande Decision Support System (RGDSS) to <br />be considered responsive to the needs. Based on feedback from the State management team and <br />from members of the advisory committee, the consultant team assembled a set of requirements for <br />these components and data that will be necessary to address the identified needs. Table 2-1 <br />identifies the DSS project requirements that will address the needs categories and Table 2-2 lists <br />the types of data that will be required to use the identified components in Table 2-1. Many of the <br />components are dependent on each other or on data that will make up the complete system. For <br />example, the consumptive use model by itself does not address any identified needs; however, it <br />does provide the data necessary to run a ground water model. <br />a454/report/final/needs. doc 07/2&~OS 2-Y <br />
