Helton Consulting, LLC <br />The general meeting agenda was as follows: <br />• Ray Alvarado provided a general overview of the SPDSS and importance of the <br />Consumptive Use Technical Peer Review. <br />• Erin Wilson described the purpose and provided an overview of the Consumptive Use <br />tasks. <br />• LRE and Ross Bethel discussed specific Consumptive Use tasks, approaches, and results. <br />• LRE discussed future Consumptive Use tasks that may need further peer review. <br />The meeting was conducted in a free format, allowing ideas to be discussed openly. The State <br />will consider all input, including the following: <br />Water Commissioner Meetings <br />• Straightline diagrams as pdf files on CDSS website lose resolution when printed at large <br />format. (Bruce Kroeker) <br />• Attorneys have expressed concern about the language in the straightline diagram footnote <br />- sounds like it precludes the use of the diagrams for water court proceedings. (Bruce <br />Kroeker) As a suggestion, the last sentence of the footnote could be removed and <br />replaced with "as of and the last date modified. (Duane Helton) This language has also <br />been used in the Water District and Water User Operating memoranda. <br />• Dick Wolfe indicated that diagrams maybe certified by SEO as of the date obtained. <br />Ray Alvarado and/or Dick Wolfe will look into language issue on diagrams and <br />memoranda. <br />Water User Memoranda <br />• No comments. <br />Climate Station Filling <br />• Consider whether the climate station locations are representative of irrigated areas, i.e. <br />Greeley airport site may show higher temperatures and need to be adjusted when used to <br />represent irrigated fields. (Jon Altenhofen, Ivan Walter) Comparisons suggested between <br />NOAA climate stations and CoAgMet or NCWCD stations. Ivan provided an illustration <br />of the issue with a discussion of the Rocky Ford Ag climate station vs. La Junta NOAA <br />station. <br />Page A2 of AS <br />
