The initial water budgets were developed based on 1) a review of existing studies (Task <br />82), and 2) identification of appropriate estimates for the initial input values for the water budget <br />components, including results from the following SPDSS sub-tasks: <br />• Task 2 -Identify and Fill Key Streamflow Gages, and <br />• Task 4 -Identify and Collect Transmountain Diversion Records. <br />Note that the Sand Creek basin within the state of Colorado is included in the Laramie River <br />basin water budget for the Task 83 effort. There are no active diversions in the Sand Creek basin <br />except for the transbasin inflows from the Laramie River basin that are subsequently exported, <br />along with Sand Creek native supplies, through the Wilson Supply Ditch into the South Platte <br />River basin. These operations are included in the exports in the Laramie River basin water <br />budget. The only other water budget component specific to the Sand Creek basin is the surface <br />water outflows from the basin to the state of Wyoming, which are included in the surface water <br />outflows in the Laramie River basin water budget. <br />Average annual estimates for the initial water budget component were developed to characterize <br />current conditions over the hydrology of the SPDSS study period (1950-2002), as discussed <br />below. <br />Inflows <br />• Precipitation <br />The precipitation inflows to the three water budgets were determined from the isohyetal <br />coverage in the National Oceanographic Administration's (NOAA) 30-year average annual <br />precipitation map (1961-1990) times the basin area within the isohyets. <br />• Surface Water Inflows <br />Task83 final.doc 3 of 15 Apri17, 2005 <br />
