The Valley (Figure 1) is the area generally below 8,000 feet, which is
bordered by the San Juan mountain range on the west and north where it meets the Sangre de Cristo
mountain range. The Sangre de Cristo mountain range, including the southern extent of the range
known as the Culebra Range, forms the eastern border of the Valley. The Stateline is the border on
the south. The Valley in the southeast portion of the study area includes the San Luis Hills and the
Costilla Plains up to the foot of the Culebra Range. The water budget is based on the average
hydrologic conditions of the period 1924 through 1969.
1.2 Approach and Assumptions - In this report the authors present a schematic diagram with the water
budget numbers. There is minimal discussion on data sources and the approach used to develop the
numbers presented. The following is a summary of what relevant information is provided.
1.2.1 Inflows - In this water budget Emery's estimated inflows to the Valley consisted of surface-
waterinflows of 1,260 kaf/yr from the San Juan Mountains, 320 kaf/yr from the Sangre de
Cristo Mountains, and 1,220 kaf/yr from precipitation falling on the valley floor.
