budgets did not balance and the Schroeder did balance, it may be that <br />Schroeder's is the better estimate at this time. <br />Sangre de Cristo Surface Inflows 320 kaf/yr <br />There is a close comparison of the Emery (320 kaf/yr), Schroeder (312kaf/yr), <br />and adjusted Hearne and Dewey (330 kaf/yr) estimates of yield from the Sangre <br />de Cristo Mountains to the San Luis Valley. <br />Sangre de Cristo Ground water Inflows <br />0 kaf/yr <br />Given the geology and location of stream gages used to generate surface water <br />we agree with the investigators that the majority of inflow from the Sangre de <br />Cristo Mountains enters the valley as surface water. Ground water inflows are <br />considered negligible. <br />TOTAL INFLOWS 2,870 - 3,630 kaf/yr <br />Outflows <br />• Beneficial Consumptive Use <br />1,470 kaf/yr <br />There appears to be quite a bit of disparity between investigators in estimating <br />consumptive uses. For instance, Huntley's estimated beneficial consumptive use <br />for the Closed Basin exceeds HRS Consultant's estimate for the much larger <br />Alamosa basin. The above preliminary estimate is based on Hearne and Dewey's <br />estimate adjusted upward for the Costilla Plain irrigated area of 43, 000 acres x <br />2.14 of/ac consumption, which he used in his Costilla Plain water budget <br />analysis. This adjusted value compares favorably with Emery's estimate of 1, 420 <br />kaf/yr. <br />Non-Beneficial Consumptive Use 1,000 - 1,650 kaf/yr <br />Use of Emery's depth to water vs. consumptive use model, with adjustments for <br />estimated maximum potential consumptive use, is the common approach used by <br />the investigators to estimate consumptive use for non-irrigated lands. However, <br />there is a large disparity in estimates. For example, Hearne's estimate is 448 <br />kaf/yr greater than Emery's estimate for the larger San Luis Valley basin. The <br />above estimated non-beneficial consumptive use is based on Hearne and <br />Dewey's estimate for the Alamosa Basin adjusted upwards for non-beneficial cu <br />on Costilla Plain estimated at an additional 200 kaf/yr. <br />Surface Water Outflow 330 kaf/yr <br />At this time, the best estimate of surface water ou how is the Rio Grande at <br />Lobatos stream flow gage, which all previous investigators have relied upon. The <br />best estimate of 330, 000 ignores the Hearne study. The study period used by <br />Hearne is an abnormally low runoff period. <br />Ground Water Outflow 70 kaf/yr <br />The 71 kaf/yr estimate above is based HRS's estimate using models of ground <br />water outflows from the San Luis Valley for a similar study period used by <br />Hearne and Dewey. Schroeder estimated from the model about 100 kaf/yr, <br />however other investigators have estimated that the maximum ou~ow is about <br />89 kaf/yr, so the 71 kaf/yr appears more reasonable at this time. <br />TOTAL OUTFLOWS 2,870 - 3,520 kaf/yr <br />Change in Ground water Storage <br />At this time, we believe Hearne and Dewey's reasoning for estimating a change in <br />ground water storage is reasonable. <br />RGDSS Water Budget <br />-60 kaf/yr <br />rg_task8-1_2001-08.doc 16 of 19 Apri16, 2001 <br />
