<br />Introduction
<br />This memorandum summarizes the results of Task 8.1 of the Consumptive Use and Water Budget portion of
<br />the RGDSS. The initial purpose of Task 8.1 was to review five previous water budget investigations to help
<br />guide development of the RGDSS surface water and ground water models. In addition, this memorandum
<br />has been updated to include the results of the RGDSS Water Budget Analysis. The objective of this task is
<br />as follows:
<br />Several investigators have previously attempted to define parts of the water budget components for
<br />the valley:
<br />• Emery (1973),
<br />• Huntley (1976),
<br />• HRS Water Consultants (1987), and
<br />• Hearne and Dewey (1988),
<br />• State of Colorado DWR (Dewayne Schroeder, 1988).
<br />These water budget investigations will be reviewed for data, approaches, analysis parameters, and
<br />results. A memorandum will be prepared comparing values for the water budget components and
<br />discussing differences in approaches. In addition, the memorandum will be updated to include a
<br />comparison to a water budget prepared for the RGDSS.
<br />The approach and results to the RGDSS Water Budget Analysis are presented in RGDSS-Consumptive Use
<br />and Water Budget Component- Procedures Memorandum, April 2001, LRCWE. Results from the RGDSS
<br />Ground Water Area water budget analysis will be compared to the findings from the review of the five
<br />previous water budget investigations.
<br />Approach
<br />The five previous water budget investigations listed below were reviewed to determine the study area, data
<br />used, approach taken and assumptions made, that support the water budget results presented. Results of the
<br />five previous water budgets plus the RGDSS water budget are summarized in Tables 1 and 2 for review.
<br />Table 1 includes the Emery, Huntley, HRS, and Hearne and Dewey studies, where the water budgets include
<br />total surface water and ground water balances. Table 2 shows the results of the Schroeder study, where the
<br />water budget was developed to represent inflows, outflows, and storage changes for the ground water aquifer
<br />beneath the San Luis Valley. Note before comparing these results directly, the reviewer should be aware that
<br />each investigation may have used a different study period, study area, and approach, as discussed under the
<br />Results section of this memorandum.
