Phase IIIa enhancements which impacted the river network file include the addition of sixteen (16) <br />aggregated irrigation demands, six (6) explicitly modeled structures, two (2) aggregated reservoirs, <br />two (2) aggregated stock ponds, and one (1) aggregated municipal and industrial demand. In <br />addition, the river network was revised to replace 57 explicitly modeled instream flows with seven <br />(7) instream flow reaches. The number of entries corresponds to the number of time series contained in the base <br />streamflow file whiteH.xbm. These input files are identified in Appendix A <br />(http://cdssstate.co.us). Presented in Table 4.1.1 a are gaged flows included at 13 locations <br />throughout the White River basin. In addition, 22 ungaged baseflows were included for a total of <br />forty-five hydrologic inflows to the White Model. <br />Phase IIIa enhancements which impact the river station file include the addition of one (1) new base <br />flow at a new tributary (43_ADWO15 Evacuation Creek) and the deletion of one redundant base flow <br />(430714 on the White River). In addition, 10 base flow nodes were moved from a stream gage to an <br />aggregated node so that total upstream depletions would be represented at the gage while making the <br />gaged amount of water available to the aggregated nodes. These new base flow nodes occurred at <br />the following locations: 43_ADW002, 43_ADW003, 43_ADW004, 43_ADW005, 43_ADW007, <br />43 ADW009, ADDW_010, 43 ADW011, 43 ADW012, and 43 ADW014. Appendix D, Section <br />D.3 describes these Phase IIIa enhancements. <br />4.1.3 Base streamflow File - whiteH.xbm <br />Base streamflows represent gaged and ungaged streamflows that have had the impact of historic <br />diversions, return flows, and reservoir operations removed. The whiteH.xbm file contains base <br />streamflow estimates from water years 1975 to 1991 within the White River at the locations <br />described in the river station file, whiteT.ris. The base streamflows shown in Table 4.1.3a represent <br />the conditions upon which simulated diversion, reservoir, and minimum streamflow demands are <br />superimposed. This file was generated by the baseflow module of StateMod using historic <br />streamflows, diversions, end-of--month contents of modeled reservoirs, and estimated diversion <br />efficiencies and return flow patterns. <br />Phase IIIa enhancements, which impact the base streamflow file, include the reevaluation and <br />revision of drainage areas and average precipitation data at selected locations. Appendix D, Section <br />D.13 describes these Phase IIIa enhancements. <br />River System 4-3 <br />
