Water Supply Reserve Account -Grant Application Form <br />Form Revised May 2007 <br />2. The water activity is consistent with Section 3 7-75-102 Colorado Revised Statutes. The <br />requirements/language from the statute is provided in Part 3 of the Criteria and Guidelines. <br />All partners in the WCSD Wetlands Partnership shall conform to the affirmation of the prior <br />appropriation doctrine and water rights adjudication system as presented in C.R.S. 37-75-102. Water <br />for the wetland recharge basin has been legally secured by the CCWCD and an additional source of <br />water will be legally secured by the Weld County School District RE1(see Exhibit 1, p. 19). All these <br />transactions are subject to the Constitution, Statutes and regulations of the State of Colorado. <br />Recharge activity on site will commence under the CCWCD Augmentation Plan (Farmers Recharge Case <br />No. 85CW370). Credits resulting from the recharge activities will be used in Groundwater Management <br />Subdistrict Case No. 02CW335, and the Well Augmentation Subdistrict Case No. 03CW99. <br />3. The water activity underwent an evaluation and approval process and was approved by the Basin <br />Roundtable (BRT) and the application includes a description of the results of the BRTs evaluation <br />and approval of the activity. At a minimum, the description must include the level of agreement <br />reached by the roundtable, including any minority opinion(s) if there was not general agreement for <br />the activity. The description must also include reasons why general agreement was not reached (if it <br />was not), including who opposed the activity and why they opposed it. Note- If this information is <br />included in the letter from the roundtable chair simply reference that letter. <br />TO BE DETERMINED <br />4. The water activity meets the provisions of Section 37-75-104(2), Colorado Revised Statutes. The <br />requirements/language from the statute is provided in Part 3 of the Criteria and Guidelines. <br />Colorado's Statewide Water Supply Initiative (SWSI) is directed at meeting the predicted gap between <br />water supply and water demand that is most evident in the South Platte River Watershed. Located in <br />southern Weld County where population growth has outstripped water supplies, the WCSD is a perfect <br />model of the dire impacts that increased water demand places on local governments mandated to provide <br />certain services. As the Front Range population burgeons, school districts are placed in an increasingly <br />difficult position to maintain those educational services that depend on ample water supplies. School <br />grounds, sports fields and building maintenance are threatened as water supplies diminish. This project is <br />intended to demonstrate the effectiveness of wetland recharge projects in mitigating those threats; not <br />only for school districts and other local governments, but also for municipal, industrial and agricultural <br />water users operating in the same water-short environment. <br />6 <br />
