Subtask 2 - Water Rights Policy Library <br />Data were collected with respect to various reservoi r operating policies, target storage levels, flood control <br />release policies, and elevation-area-capacity relationshi ps. Copies of key operating agreements for water <br />rights administration in the basin were also obt ained, including (a) the 1975 exchange agreement for <br />operation of Taylor Park and Blue Mesa Reservoirs, with amendments, (b) the storage allocation <br />agreements for Paonia Reservoir, and (c) the Ridgway Reservoir exchange agreement (Project 7). The key <br />features of these agreements have been incorporated into the MODSIM model and are described in the on- <br />Mosaic <br />line documentation of the relative network constructs. <br />Task memoranda were prepared to summarize the wa ter rights and key operating policies for the following <br />key elements in the MODSIM model: <br />The aggregation of water rights and irrigated acr eage estimates for the senior direct flow rights <br />? <br />near Austin (Task Memorandum 1.15-18) <br /> <br />The operation of the Bostwick Pa rk Project and its key features, the Cimarron Canal and Silver <br />? <br />Jack Reservoir (Task Memorandum 1.15-19) <br /> <br />The operation of Ridgway Reservoi r, including the Ridgway Exchange for the benefit of Project 7 <br />? <br />(Task Memorandum 1.15-20) <br /> <br />The operation of the Taylor Park and Blue Mesa reservoirs according to the 1975 exchange <br />? <br />agreement (Task Memorandum 1.15-21) <br /> <br />The operation of the transbasin water right in the vicinity of Fruitland Mesa (Task Memorandum <br />? <br />1.15-22) <br /> <br />The operation of the Paonia Reser voir project (Task Memorandum 1.15-24) <br />? <br /> <br />The operation of Crawford Reservoir and the principal water rights on the Smith Fork (Task <br />? <br />Memorandum 1.15-24) <br /> <br />The operation of the Uncompahgre Proj ect by the UVWUA (Task Memorandum 1.15-25) <br />? <br />Mosaic <br />The MODSIM on-line documentation contains additional de tail about these water rights and <br />operations and their implementa tion in the prototype model. <br />Subtask 3 - GUNMOD Review <br />For most of the MODSIM development work, basic i nput data were obtained from a February 1994 release <br />of the GUNMOD model, a beta version that had not been fully tested and/or calibrated. In October, revised <br /> input files for natural inflow data were received, followed by a revised BASELINE.NET file in November. <br />A final version of GUNMOD was received the first week of December. These data, supplemented by <br />information obtained in a September meeting with Hydrosphere Resource Consultants, were ported to the <br />MODSIM environment and adopted for use in the prot otype development, with some exceptions.
