Subtask 2 - Water Rights Policy Library
Data were collected with respect to various reservoi r operating policies, target storage levels, flood control
release policies, and elevation-area-capacity relationshi ps. Copies of key operating agreements for water
rights administration in the basin were also obt ained, including (a) the 1975 exchange agreement for
operation of Taylor Park and Blue Mesa Reservoirs, with amendments, (b) the storage allocation
agreements for Paonia Reservoir, and (c) the Ridgway Reservoir exchange agreement (Project 7). The key
features of these agreements have been incorporated into the MODSIM model and are described in the on-
Mosaic
line documentation of the relative network constructs.
Task memoranda were prepared to summarize the wa ter rights and key operating policies for the following
key elements in the MODSIM model:
The aggregation of water rights and irrigated acr eage estimates for the senior direct flow rights
?
near Austin (Task Memorandum 1.15-18)

The operation of the Bostwick Pa rk Project and its key features, the Cimarron Canal and Silver
?
Jack Reservoir (Task Memorandum 1.15-19)

The operation of Ridgway Reservoi r, including the Ridgway Exchange for the benefit of Project 7
?
(Task Memorandum 1.15-20)

The operation of the Taylor Park and Blue Mesa reservoirs according to the 1975 exchange
?
agreement (Task Memorandum 1.15-21)

The operation of the transbasin water right in the vicinity of Fruitland Mesa (Task Memorandum
?
1.15-22)

The operation of the Paonia Reser voir project (Task Memorandum 1.15-24)
?

The operation of Crawford Reservoir and the principal water rights on the Smith Fork (Task
?
Memorandum 1.15-24)

The operation of the Uncompahgre Proj ect by the UVWUA (Task Memorandum 1.15-25)
?
Mosaic
The MODSIM on-line documentation contains additional de tail about these water rights and
operations and their implementa tion in the prototype model.
Subtask 3 - GUNMOD Review
For most of the MODSIM development work, basic i nput data were obtained from a February 1994 release
of the GUNMOD model, a beta version that had not been fully tested and/or calibrated. In October, revised
input files for natural inflow data were received, followed by a revised BASELINE.NET file in November.
A final version of GUNMOD was received the first week of December. These data, supplemented by
information obtained in a September meeting with Hydrosphere Resource Consultants, were ported to the
MODSIM environment and adopted for use in the prot otype development, with some exceptions. The key
ported files included the following:
2
A 275 .01.09.95 1.15-26 Fosha
