Iron Creek drainage that are irrigated in part with shares in the Highline Ditch of the FIC and in <br />part from another transbasin diversion from Crystal Creek via the Meeks Tunnel. <br /> <br />All of these modeled water rights are treated as transbasin diversions. The GUNMOD model <br />? <br />did not include certain of these rights, in particular the Cattlemens Ditch. <br /> <br />Irrigation return flows from the Cattlemens Ditch will accrue to Crawford Reservoir, return <br />? <br />flows from the Dyers Fork Ditch will be intercepted by the Cattlemens Ditch, and returns from <br />the FIC will accrue to the Smith Fork. <br /> <br />For modeling purposes, the FIC system (Highline and Lowline ditches) is treated as a single <br />? <br />system in which all shareholders can benefit from storage in Gould Reservoir. It is <br />acknowledged that only the Lowline Ditch can physically receive water from Gould Reservoir. <br />However, the acreage that is exclusively served via the Highline Ditch is relatively small, and <br />the FIC operates its system in a manner to equalize its shareholder deliveries. It does this by <br />allowing the Highline shareholders an increased allotment from the direct flow diversions from <br />Crystal Creek in comparison to the Lowline shareholders. <br /> <br />Contrary to the GUNMOD operation, the CRDSS model represents the Dyers Fork Ditch and <br />? <br />the Crystal Valley Ditch as diversions from Crystal Creek rather than the Smith Fork. <br /> <br />Below Gould Reservoir on Iron Creek there are other agricultural demands for irrigation of <br />? <br />2,660 acres of land. The water rights for these demands are aggregated into one demand node <br />on Iron Creek below Gould Reservoir and total a decreed amount of 67.50 cfs. Return flows <br />for these other agricultural demands return to Iron Creek above Crawford Reservoir. <br />3.0 CONCLUSIONS AND RECOMMENDATIONS <br />The development of the MODSIM prototype for the water rights in the Fruitland Mesa area was based on <br />prior data acquired through the GUNMOD efforts, supplemented with additional information obtained <br />from interviews with members of the Fruitland Mesa Water Conservancy District. It was necessary to <br />modify certain of the model elements and irrigated acreage values to more closely represent the water <br />rights in this area, as discussed in this memorandum. As modified, MODSIM is structured to closely <br />replicate the actual operations of the transbasin water rights in this area. <br />Reference is made to the on-line documentation for additional information about the implementation of <br />these water rights in the MODSIM water rights planning model. <br />4 <br />A275 01.09.95 1.15-22 Fosha, Hyre <br />
