Storage water from Silver Jack Reservoir is available only to meet unsatisfied demands of the
?
irrigation uses (87 percent). None of the storage releases are used by the City of Montrose (13
percent).

From November 1 through May 31, a constant release of 17 cfs is made at Silver Jack
?
Reservoir. During the summer months (June 1 through October 31), a minimum streamflow of
25 cfs is maintained in the Cimarron River below the head gate of the Cimarron Canal. This is
consistent with the instream flow water right of the Colorado Water Conservation Board (Case
No. 84CW395).

Silver Jack Reservoir is operated to store water when the storage decree (Table 1) is in priority,
?
subject to the winter bypass of 17 cfs. The reservoir is operated between an inactive storage
capacity of 700 acre-feet and its full capacity of 13,520 acre-feet (Table 2).
For the non-project water rights in the Cimarron and Little Cimarron basins, the CRDSS model will use
agricultural demands based upon acreage values developed by the USBR/DWR rather than the values
developed for the Gunnison River Planning Model. Specifically, the Lower Cimarron Demand will be
based upon an irrigated acreage of 1,766 acres (96 cfs of aggregated water rights) and the Upper
Cimarron Demand will be based upon 1,232 acres (67 cfs of aggregated water rights).
3.0 CONCLUSIONS AND RECOMMENDATIONS
During the Phase IIa development of the MODSIM prototype, interviews were conducted with the
Division Engineer and the President of the Bostwick Park Water Conservancy District to gain an
understanding of the operations of the Cimarron Canal, Silver Jack Reservoir, and Bostwick Park
Project. Based on these discussions, the MODSIM model elements were designed to replicate actual
operations of these systems. Although most of the basic input data for this sub-basin were ported from
the GUNMOD model, some revisions were made in the MODSIM prototype. These revisions are
described below.
Irrigated Acreage Changes
The distribution of irrigated acreage for the various demand nodes in the Cimarron and Little Cimarron
basins was modified based on inspection of the GIS mapping provided by the USBR an d the State. The
total acreage in the basin did not change appreciably.
Demand Node Description GUNMOD Acreage MODSIM Acreage
Upper Cimarron1,9661,232
Lower Cimarron2,5341,766
Cimarron Canal/Bostwick Park
Cimarron Canal Only2,1411,738
Bostwick Park3,2805,653
The on-line documentation of the MODSIM water rights planning model contains additional descriptions
of the implementation of these water rights into the model.
4
A275 01.09.95 1.15-19 Fosha, Hyre
