CRDSS <br />TASK MEMORANDUM 1.15-11 <br />Water Rights Planning Model <br />Data Input Requirements <br />1.0 ISSUE <br />The Water Rights Planning (WRP) model will incorporate water rights priorities, gage flows, <br />measured storage levels, measured diversions, estimated gains, tributary inflows, and losses to <br />simulate the operation of a river basin under the appropriation doctrine. <br />The WRP model will communicate to the data management interface (DMI) the operational time <br />horizon for simulation and geographic extent of the basin being simulated. The DMI will query the <br />database for information required for modeling and calibration. The DMI will be responsible for <br />presenting the data in a form that the WRP model can interpret. Primary sources for calibration and <br />modeling information will reside in the historical, physical characteristics, and water rights <br />databases. <br />The WRP model will be operated in two modes: calibration and management. The calibration mode <br />generates unregulated inflow data and is used to fill missing diversion and/or inflow data. The <br />management mode allows the user to simulate operation of the system and evaluate ? w hat-if? <br />scenarios that deviate from the historical or baseline cases. The management mode uses a strict <br />priority system to allocate the natural flow and allows the use of storage accounts. <br />This memorandum describes the data requirements for calibration and management modes of the <br />water rights planning model. <br />2.0 DISCUSSION/ANALYSIS <br />Model-Specific and Model-Independent Data <br />Model-specific data are required for specific models while model-independent data are <br />required for any WRP model. Model-independent data include data reflecting differences <br />between the candidate WRP models or data available through many sources, which require <br />assessment of the quality of each source. <br />Model Data Input Requirements <br />The majority of the calibration modeling information will be contained within the historical, <br />physical characteristics, and water rights databases which will reside in INFORMIX and will <br />be linked relationally. Data will be available using Structured Query Language (SQL). The <br />spatial database will be based on a geographical information system (GIS). <br />1 <br />A275 05.10.94 1.15-11 Labadie <br />
