3.0 CONCLUSIONS AND RECOMMENDATIONS <br />The functionality of the SAMSON model does not provide for the satisfactory modeling of water <br />rights allocation, detailed reservoir operations and accounting, and water right exchanges, all of <br />which are fundamental requirements for the CRDSS water rights planning model. SAMSON is <br />fundamentally a watershed management model and, as a result, it is concluded and recommended <br />that the model be eliminated from further consideration for the CRDSS pr oject because the model <br />fails to satisfy the functionality requirements of a water rights planning model. <br />2 <br />A275 05.10.94 1.15-7 Fosha, Hyre <br />
