3.0 CONCLUSIONS AND RECOMMENDATIONS
The functionality of the SAMSON model does not provide for the satisfactory modeling of water
rights allocation, detailed reservoir operations and accounting, and water right exchanges, all of
which are fundamental requirements for the CRDSS water rights planning model. SAMSON is
fundamentally a watershed management model and, as a result, it is concluded and recommended
that the model be eliminated from further consideration for the CRDSS pr oject because the model
fails to satisfy the functionality requirements of a water rights planning model.
