able to make changes and modifications to the source code for the CRDSS, if warranted. The source <br />code would also be available for inspection by third parties, subject to a license agreement with the <br />State. <br />Model Functionality . MODSIM appears to have the capability to address the majority of the issues <br />of functionality pertinent to the CRDSS objectives. <br />Past Applications . MODSIM is a widely used model for water resource planning studies by private <br />and public interests, including Fort Collins, Greeley, Northern Colorado Water Conservancy District, <br />Denver Water, and the U.S. Bureau of Reclamation. <br />Documentation . The documentation for the current PC version of MODSIM is adequate and <br />contains descriptions of the model logic, data requirements, and input file structure. Example test <br />problems are also included. Additional information about the setup of the network by a water user <br />would be helpful, as would more discussion about the procedures used to assign priority numbers to <br />the water rights and operational functions. Newer information about the Lagrangian Relaxation <br />algorithm and the operation and data requirements of the workstation version of the model should <br />also be incorporated into the documentation. <br />Level Two Decision Criteria <br />The MODSIM model was evaluated against the Level Two decision criteria. Many of these criteria <br />are subjective by nature, and the review was intended primarily to identify any other attributes and/or <br />deficiencies of the model that were not identified in the course of the overall review and the Level <br />One decision criteria. No additional concerns were noted. <br />Summary of Notable Attributes and Deficiencies <br />Attributes <br />The MODSIM source code, in a UNIX-based workstation version, is available for use by <br />? <br />the State, including the right to change or modify the source code. <br />MODSIM can accommodate multiple accounts/ownerships within a reservoir. <br />? <br />Provisions exist for water right exchanges, including from one direct flow node to another <br />? <br />direct flow node. <br />Flexible return flow procedures exist, including the ability to model return flows accruing <br />? <br />to the stream in the same time-step. <br />Provisions exist for in-stream flow requirements. <br />? <br />MODSIM is flexible for the addition of new water rights and reservoirs. <br />? <br />Adequate documentation exists for the PC version of MODSIM, which features most of <br />? <br />the attributes of the more advanced workstation version. <br />MODSIM is widely used by numerous private and public agencies. <br />? <br />5 <br />A275 05.10.94 1.15-5 Fosha, Hyre <br />
