CRDSS <br />TASK MEMORANDUM 1.15 -3 <br />Water Rights Planning Model <br />Evaluation of Boyle Engineering Stream Simulation Model (BESTSM) <br />1.0 ISSUE <br />The purpose of this task memorandum is to generally describe the computer model BESTSM and to <br />address its suitability for incorporation into the CRDSS. The evaluation of the model's functionality <br />with respect to the intended goals and objectives of the CRDSS is based on a review of the model <br />structure and utilization of the Level One and Level Two decision criteria described in Task <br />Memorandum 1.15 -2. <br />2.0 DISCUSSION /ANALYSIS <br />Background Information <br />The B oyle E ngineering Stream Simulation M odel, BESTSM, is a privately developed <br />simulation model designed and maintained by Boyle Engineering Corporation. Since its initial <br />development over 15 years ago, Boyle has continually upgraded and enhanced the model for <br />numerous water resource projects. It is our understanding that Boyle will convey the internal <br />source code to their clients, if requested. Furthermore, it is our understanding that Boyle will <br />generally allow that client to modify or make changes to that source code, subject to an agreed <br />upon disclaimer and waiver of liability. <br />The State of Colorado and the CRDSS Project Team have attempted to reach a working <br />agreement with Boyle to obtain the core source code for the current version of BESTSM, <br />without success. Boyle is unwilling to turn the current version of the source code over to the <br />State for the CRDSS project unless the State would agree to a number of restrictive conditions. <br />These proposed terms were determined to be unacceptable to the State. Reference is made to <br />the April 4, 1994, letter from Boyle to the State Engineer, Hal Simpson. <br />In 1985, Boyle completed a project for the Colorado Water Resources and Power Development <br />Authority (CWRPDA) in which an earlier version of BESTSM was used to evaluate proposed <br />changes in the operation policies of Green Mountain Reservoir on the Blue River. The State has <br />ownership of the source code for this earlier version of BESTSM, and it is our understanding <br />that the State is free to change and /or modify the source code, without restriction and without <br />any further obligation to Boyle. Due to the State's ownership, the CRDSS technical evaluation <br />of BESTSM is based on a review of this older Green Mountain version. Unfortunately, <br />documentation for this model is not available and according to Boyle does not exist (the model <br />has been virtually rewritten since 1986). The review is therefore based solely on discussions <br />with Boyle and other users, and a review of the earlier source code. In strict accordance with <br />the Level One decision criteria, the lack of documentation is sufficient reason for elimination of <br />the model from further consideration. <br />However, because of the past and current applications of the model (see below), the model was <br />deemed worthy of additional evaluation. <br />,4275 05.10.94 1 1.15 -3 Fosha, Hyre <br />
