operations, and water right exchanges, all of which are fundamental to the purpose of the <br />CRDSS; see Task Memorandum 1.15-7. <br />CORSIM II <br />This model is proprietary to the 13 sponsors of the CORSIM project, and its source code is not <br />available for the CRDSS. Furthermore, the model was developed in an outdated IBM extension <br />of FORTRAN and would be very difficult to update and port to the desired CRDSS workstation <br />environment; see Task Memorandum 1.15-8. <br />CRAM <br />This model is being used for the Gunnison River basin planning study. CRAM is a proprietary <br />model owned by Hydrosphere Consultants, and the source code is not available for the CRDSS; <br />see Task Memorandum 1.15-9. <br />The remaining three models (BESTSM, HYDROSS and MODSIM) were reviewed with respect to <br />both Level One and Level Two criteria. <br />BESTSM <br />The State cannot obtain access to the current version of this model; however, the State does <br />have an older version of BESTSM developed for the Green Mountain Exchange studies. There <br />is no documentation available for this earlier version of the model which is sufficient basis for <br />elimination of the model for the CRDSS according to the Level One criteria. Other comments <br />follow: <br />..The BESTSM code has been rewritten by Boyle Engineering, changing many of the variable <br />? <br />descriptions and the subroutines. The Green Mountain version is no longer supported by <br />Boyle. <br />..Portions of the Green Mountain version of BESTSM have been coded specific to reservoir <br />? <br />operations in the Blue River basin and would require modification of the code for generic <br />applications in the CRDSS. <br />..The model allows return flows to accrue to the river in the same time-step. Under certain <br />? <br />circumstances, this may result in an erroneous estimate of the flow available for diversions <br />by the water right that generates those return flows. The model cannot iteratively solve for <br />this potential problem. <br />..The model is not structured to perform an exchange from one direct diversion node to <br />? <br />another. <br />The available version of BESTSM (Green Mountain) was determined to be unacceptable for the <br />CRDSS because: (a) there is no documentation available; (b) the available version is outdated <br />and not supported by its developer; and (c) a number of inadequacies exist related to functional- <br />ity; see Task Memorandum 1.15-3. <br />2 <br />A275 05.10.94 1.15-1 Fosha, Hyre <br />
