began diverting their 1888 water rights, the downstream 1882 call must have been <br />released. <br />a. The list of 1950 to 1980 calls was reviewed after all calls were assigned OFF dates in <br />Step 3 above. <br />b. If the call was an 1882 priority in Water Division 1 (i.e., Bijou Canal, Fort Morgan <br />Canal, Upper Platte and Beaver Canal, and Lower Platte and Beaver Canal) then the <br />historical diversion records for ditches upstream of the call location were reviewed <br />between the ON date and the OFF date for the 1882 call. If diversions were recorded <br />for junior priorities at ditches upstream of the location of the original 1882 call <br />(including bypasses to the Sterling No. 1 headgate), the OFF date for the original <br />1882 call was changed to the first day with a recorded junior priority diversion. For <br />example, the Fort Morgan bypass to the Sterling No. 1 placed 7/1/1953 was estimated <br />to be OFF on 7/21/1953 via the algorithm in Step 3 above. The OFF date was <br />changed to 7/3/1953 due to upstream junior diversions at the Bijou Canal starting on <br />7/3/1953. Note this change included a new comment indicating the calling ditch <br />"release date changed based on an upstream ditch's daily diversions." <br />5. Historical call data were provided to the State database administrator, Doug Stenzel, for <br />inclusion in HydroBase. <br />Historical Calls -North Platte River <br />An historical call data set consistent with current call recording standards was developed with <br />input from Water Division 6 Engineer, Erin Light, based on the following approach. Changes <br />made to the original input call data set were color-coded for transparency and ease of review by <br />the Division 6 office. <br />1. The paper copies of the Water District 47 call records were digitized in a format suitable <br />for importing to HydroBase. The paper call data were reviewed to identify any typos or <br />other errant entries. <br />2. The available Water District 47 call records were inconsistently recorded. At times, the <br />call records either listed the calling water right or listed the senior upstream junior water <br />right that was called out. To make the available call data set consistent with calls <br />recorded in other Water Divisions, Division 6 personnel worked with LRE to consistently <br />record the calling water right in the available historical call records. <br />3.
