SPDSS Memorandum <br />Final <br />To: Ray Alvarado and Ray Bennett <br />Jim Hall, Les Dalby, and Erin Light <br />From: LRE -Rick Parsons and Erin Wilson <br />Subject: Task 7.1 -Identify and Review Call Records <br />Date: November 15, 2006 <br />Introduction <br />The Task 7.1 objectives are to: <br />Collect, review and characterize historical call regime over time. Determine an <br />appropriate methodology with Division 1 personnel to develop consistent coding <br />standards for the 1950 to present study period. Provide to State database manager for <br />incorporation in HydroBase. <br />Historical river call data sets have been developed independently by water rights consultants for <br />various locations and time periods throughout the South Platte Decision Support System <br />(SPDSS) study area. Historical call data sets are typically used by the Division 1 office and <br />consultants to support the historical consumptive use analyses for water rights in Water Court <br />change cases and to analyze the potential yield of junior water rights within the river system. <br />Division 1 personnel frequently review these analyses and indicated an interest in the <br />development of a single, consistent historical call data set that could be used by various parties. <br />A consistent record of calls would be useful for both consultants and the Division 1 office in <br />examining historical uses of water rights, exchange potential for a new water right, etc. In <br />addition, the historical calls are expected to be used during calibration of the SPDSS surface <br />water model. The data set requested by Division 1 and presented herein brings the recording of <br />historical calls to current standards, and is not intended to illustrate the current call regime over <br />the historical record. <br />Call records are not available throughout the SPDSS study area from 1950 to present. North <br />Platte River call data are available only for the recent period (mid-1990s to present). South Platte <br />River tributary call records have been recorded in a consistent manner since the mid-2000s. Main <br />stem South Platte River call data are readily available over the SPDSS study period (1950 to <br />present) and are the focus of this task. <br />Historical South Platte River call data sets from various water rights consultants were reviewed, <br />including call data sets from Leonard Rice Engineers; Bishop-Brogden Associates; Spronk <br />Water Engineers; and Ross Bethel, LLC. These data sets were developed for project specific, in- <br />house use by the respective consultants to analyze days in and out of priority. There were <br />Page 1 or 14 <br />
