data. The Task 5 approach originally anticipated leaving some of the missing end-of--month <br />contents data un-filled until the pattern gage file was developed as part of the SPDSS Surface <br />Water Planning Model effort. The pattern gage file was created to develop estimates of monthly <br />reservoir evaporation for the complete study period in Task 80 as part of addressing non- <br />agricultural consumptive use estimates in the Consumptive Uses and Losses Report. The results <br />of the Task 80 effort are incorporated in the revised Task 5 Summary Memorandum. <br />APPROACH <br />Any information not available in HydroBase was requested from the owners/operators of the <br />storage facilities. Missing end-of--month contents data over the 1950 to present study period were <br />either filled from SEO Records data, owner information, or estimated via other data-filling <br />techniques described below. These data will ultimately be used to develop complete reservoir <br />structure, storage rights, and end-of--month contents input files for the SPDSS modeling effort. <br />Consumptive use modeling (StateCU), Water Budget modeling, and surface water modeling <br />(StateMod) require the following data specific to reservoirs and reservoir operations: <br />• Storage water rights <br />- Storage water rights are generally available in HydroBase. <br />Historical end-of--month contents <br />- Historical end-of--month contents data are available in HydroBase although most <br />reservoirs are missing some period of historical data (see Table 2 for summary of missing <br />data). <br />- Missing data were first filled with data from Water Commissioner field books and annual <br />reports available at the SEO Records office from the electronically scanned images of <br />these sources (see Task 3 Summary memorandum). <br />- Missing data were then filled with information provided by owners/operators. <br />- Missing data for atwo-month period or less were then filled using linear interpolation <br />between recorded values. <br />- Any remaining missing data, for periods of three months or more, were filled in Task 80 <br />based on wet-, dry-, and average-year monthly average content data and fill pattern gage <br />data, similar to the methodology used in previous CDSS modeling efforts. <br />- Missing data for which wet-, dry-, and average-year monthly average were not available <br />were filled with historical monthly averages, resulting in complete end-of--month contents <br />data sets. <br />- Missing contents data for the beginning of the study period were filled with average <br />October end-of--month contents available for the remainder of the study period. <br />- Some key reservoirs and individual reservoirs that make up reservoir systems are often <br />off-channel reservoirs where releases are made directly to a diversion and are not seen in <br />the river. Missing content data for these off-channel reservoirs were filled in Task 80 <br />based on the following approach: <br />- The end-of--month data for the other reservoirs in the reservoir system were evaluated <br />for completeness. <br />Page2of11 <br />
