between 1950 and 1985 were 126.9 acre-feet/year/share without Jackson Ditch pro-rata <br />entitlement and 129.6 acre-feet/year/share with the Jackson Ditch pro-rata entitlement. <br />Individual owners of C-BT water under the Larimer County Canal have two options, they can <br />take delivery of their individual C-BT water through Larimer County Canal or they may lease <br />their shares back to WSSC for use by all shareholders under the System. Individuals choosing to <br />take the delivery of their individual C-BT units first must request the water from Northern <br />Colorado Water Conservancy District (NCWCD). NCWCD then informs WSSC when delivery <br />of individually owned C-BT water is being released from Horsetooth Reservoir. WSSC picks up <br />these deliveries at their Larimer County Canal headgate for individual delivery. Individual C-BT <br />unit deliveries are charged a carrying charge of 20 percent and the NCWCD assessment. <br />Individuals choosing to lease their shares back to WSSC receive payment from WSSC, who in <br />turn cover the NCWCD assessment charge. Due to the high carrying charge and cost, <br />individually owned C-BT units are typically leased back to WSSC for equal distribution among <br />all the WSSC shareholders. WSSC owned or leased C-BT water is distributed equally amongst <br />all WSSC shareholders. <br />WSSC operates its System of river diversions, transbasin diversions, mountain reservoirs, and <br />plains reservoirs with the purpose of optimizing water delivery through the Larimer County <br />Canal. Although deliveries in an irrigation system with the complexity of the WSSC System will <br />vary throughout the year and between years, the following operations apply in a typical year: <br />Non-Irrigation Season: <br />• Winter storage, regardless of priority in the WSSC System, is kept as high as possible. <br />• Winter diversions through Larimer County Canal are only for the filling of plains <br />reservoirs. Winter diversions are not made for building soil moisture or filling of stock <br />ponds. <br />• Water stored in the high mountain system is typically released to the plains reservoirs <br />before spring runoff to make room for storage of spring runoff in the high mountain <br />system. <br />Since 1995, winter releases from Chambers Lake are made for the JOP. <br />Irrigation Season <br />• Transmountain water is generally diverted and stored between May 15 and July 1. <br />• Direct flow rights are taken when available to meet irrigation requirements before any <br />request for C-BT water or releases from storage for irrigation are made. <br />• Requests for C-BT deliveries are typically made as direct flow sources are reduced and <br />may correspond with System storage releases. <br />• Storage releases for crop water requirements are typically made between July and <br />September, after direct flow water rights are called out. <br />• In an average year, WSSC may carry over reservoir storage to the following irrigation <br />season.
