PHYSICAL INFORMATION <br />Infrastructure information related to each of the key structures is summarized below. <br />1) Halligan Reservoir (Structure ID 0303712) <br />Halligan Reservoir, also known as North Poudre Reservoir No. 16, is an on-channel reservoir on <br />the North Fork Cache la Poudre River. The reservoir is located in Water District 3, <br />approximately 8 miles south of the Colorado and Wyoming border, and approximately 25 miles <br />northwest of Fort Collins, Colorado. In addition to intercepting waters from the North Fork <br />Cache la Poudre River, Halligan Reservoir intercepts waters from Meadow Creek and Sixmile <br />Creek. <br />The original Halligan Dam was an arched cyclopean masonry dam, completed in 1910. <br />Although Halligan Reservoir has never been subj ect to storage restrictions, upgrades to the dam <br />and outlet works were completed in 1970. Halligan Dam is located in the southeast corner of the <br />reservoir, between steep walls of a narrow canyon of the North Fork Cache la Poudre River. The <br />crest elevation of the dam is currently 6,360 feet above mean sea-level, with a crest length of 360 <br />feet and crest width of 4 feet. The reservoir outlet works consist of 2 33-inch pipes and has a <br />capacity of 573 cfs. The dam spillway consists of a u-channel with a capacity of 10,000 cfs. <br />Environmental and preliminary design work is <br />currently under way for the enlargement of Halligan <br />Reservoir. The proposed enlargement will involve <br />construction of a new roller-compacted concrete dam <br />approximately 1,000 feet downstream of the existing <br />dam. The reservoir enlargement is projected to <br />increase the storage capacity of Halligan Reservoir <br />from an existing storage capacity of 6,428 acre-feet <br />up to 40,000 acre-feet of water <br />Since 1987, the City of Fort Collins has had an option <br />to buy Halligan Reservoir. In 2004, Fort Collins exercised the option to buy Halligan Reservoir <br />and the associated conditional water rights. NPIC did not sell its senior irrigation water right in <br />Halligan Reservoir. NPIC will continue to operate the reservoir until the proposed enlargement <br />commences. <br />Storage water in Halligan Reservoir is generally used for regulation of water in the NPIC <br />System, irrigation of lands within the NPIC System, storage of M&I water, and for exchange <br />purposes. Halligan Reservoir is not managed for flood control and does not have hydropower <br />facilities. <br />Capacity: <br />Total Storage: 6,428 acre-feet plus unknown dead storage amount <br />Active Storage: 6,428 acre-feet <br />Dead Storage: Below gage height 12.5 feet.
