Fossil Creek Dam is located at the east end of the <br />reservoir. The earth fill dam has a crest elevation of <br />4,875 feet above mean sea level. The outlet works <br />consists of a 60-inch reinforced concrete pipe that <br />discharges a maximum of 393 cfs to the Fossil Creek <br />Reservoir Outlet canal. The Fossil Creek Reservoir <br />Outlet canal intercepts the Cache la Poudre River <br />approximately one mile downstream of the reservoir. <br />Fossil Creek Reservoir is filled through the Fossil <br />Creek Inlet Ditch (Structure ID 0300927), which <br />diverts from the south side of the Cache la Poudre Men in wagons building the Fossil creek~am <br />River at a point on the east side of Fort Collins. <br />The ditch travels south for approximately 5 miles, carrying diversions from the Cache la Poudre <br />River to Fossil Creek Reservoir. As the ditch travels south it intercepts decreed seepage into the <br />canal and return flows from Fort Collins Wastewater Treatment Plant No. 2, also known as the <br />Drake Plant. <br />Diversions from the Cache la Poudre River through the Fossil Creek Reservoir Inlet Ditch are <br />measured at a 10-foot Parshall flume equipped with a Stevens recorder. The earth-lined Fossil <br />Creek Reservoir Inlet Ditch was designed to carry approximately 400 cfs. Diversions through <br />the inlet ditch are not typically constrained by the capacity of the ditch. However, the addition of <br />return flows from the Drake Plant into the inlet ditch can reduce the amount of Cache la Poudre <br />River water that can be taken. Releases from Fossil Creek Reservoir return to the Cache la <br />Poudre through the Fossil Creek Reservoir Outlet. <br />Storage water in Fossil Creek Reservoir is generally used for delivery of water to preferred stock <br />holders, regulation of flows along the Cache la Poudre River, and exchange. There are 300 <br />preferred rights in Fossil Creek Reservoir of which NPIC owns 151, the remaining 149 are <br />owned by individual irrigators, municipalities, and water districts. Each preferred stock holder is <br />entitled to receive an annual allotment per share from Fossil Creek Reservoir. After the <br />preferred stock entitlement is met, the balance of water in Fossil Creek Reservoir is made <br />available for exchange. If excess water is still available after delivery to preferred stock holders <br />and exchange, Fossil Creek Reservoir water can be rented through rental agreements with NPIC. <br />The water which NPIC is entitled per its ownership of 151 preferred right shares is distributed <br />equally across the 10,000 shares in the company, making the water available the NPIC System <br />stock holders through annual dividends. This water is physically made available to the NPIC <br />System through upstream trade agreements. From Horsetooth Reservoir, water may be traded up <br />to Water Supply and Storage Company's Chambers Lake and Long Draw Reservoir, Larimer <br />and Weld Irrigation Company's Worster Reservoir, Fort Collins' Joe Wright Reservoir, or <br />Greeley's Hourglass or Comanche Reservoirs. <br />Preferred right water is delivered to individual preferred right owners through the New Cache la <br />Poudre #2 Ditch (WDID 0300929), B.F. Eaton Ditch, Whitney Ditch, and Greeley #3 Canal. <br />Any irrigation with the Fossil Creek Reservoir water is done under these ditches. There is no <br />NorthPoudreMemo.doc 17 of 29 <br />
