2) South Pipeline (Structure ID 0500522) <br />The South Pipeline was constructed in 1882 on the South Fork St. Vrain Creek and provides <br />upper basin water supplies via gravity to the City of Longmont's South treatment plant. The <br />South Pipeline diversion structure is located above the Town of Lyons and consists of a 6-foot <br />tall concrete gravity dam structure. The South treatment plant was constructed in the mid-1930s <br />and has an operating capacity of about 15 mgd. <br />Specifics regarding the South Pipeline include the following: <br />• 24-inch concrete pipe <br />• 7 cfs capacity <br />• Diversions are measured at the South treatment plant via a Porter Fisher mag meter <br />HydroBase Data <br />The monthly data available in HydroBase over the 1950-2002 period of record pertaining to the <br />South Pipeline include the following: <br />Total River Diversions <br />• No record prior to 1990. The City provided copies of its available diversion records for <br />these periods. <br />• Historic diversions of approximately 700 ac-ft/yr since 1990. <br />Other Potable Treatment Facilities <br />The City constructed the Wade Gaddis treatment plant in 1982 with an operating capacity of 25 <br />mgd to provide additional treatment capacity. The Wade Gaddis plant is situated next to Burch <br />Lake (Structure ID 0504067, aka Oligarchy Reservoir No. 1), where it can treat water conveyed <br />to the lake via the Highland Ditch and/or the St. Vrain Palmerton Ditch. The Wade Gaddis plant <br />is used predominantly during the summer months and receives water from the Highland Ditch, <br />Oligarchy Reservoir No. 1 (aka Burch Lake), and the Southern Water Supply Pipeline out of <br />Carter Lake. Since 2002, the City of Longmont generally receives C-BT water through a 24" <br />pipeline (24.3 cfs capacity) off of the Southern Water Supply Pipeline that feeds directly into the <br />Wade Gaddis treatment plant. Prior to 2002, Southern Water Supply Pipeline deliveries were <br />conveyed through the Highland Ditch. <br />HydroBase Data <br />The monthly data available in HydroBase over the 1950-2002 period of record pertaining to <br />potable diversions by the City of Longmont include the following: <br />• Total diversions for the North and South Pipelines total about 13,000 ac-ft/yr, which <br />accounts for the majority of Longmont's potable diversions from the St. Vrain Creek but <br />does not account for the diversions through the Wade Gaddis treatment plant, located off of <br />Burch Lake. <br />• There are no data available in HydroBase pertaining specifically to the Wade Gaddis <br />treatment plant although there are records of C-BT diversions to storage in Burch Lake over <br />1974-1987. <br />• There are no data available in HydroBase of C-BT Project water to the St. Vrain Palmerton <br />Ditch for municipal uses although there are a few years of municipal use recorded under the <br />City of Longmont Operating Memorandum.doc Page 5 of 21 March 2, 2005 <br />
