The City's use of the changed water rights are dependent on April 1 and May 1 <br />projections of wet-, dry-, or average-year runoff conditions for the St. Vrain Creek at <br />Lyons stream gage. The City has used the changed water rights under the average-year <br />terms and conditions for the majority of years since the water rights were adjudicated. <br />Table 8 summarizes the flow rates and monthly volumetrics, if applicable, for an average <br />year for the senior priorities changed in each of the ditches. These limits are based on the <br />use of Longmont's changed water rights (see Table 3) and yet-to-be-changed water rights <br />used under the terms and conditions of the early and later transfers.
