also be supplied directly with potable water supplies if insufficient ditch diversions are available. <br />These areas will be able to be irrigated with storage water from Union Reservoir in the near <br />future as infrastructure and pipeline development continues within the Longmont Planning Area. <br />The completion of Button Rock Dam in 1969 provided storage capacity in excess of the City's <br />direct needs. The acquisition of shares in Union Reservoir over time has further supplemented <br />the City's ability to operate and maximize the use of its storage. With excess storage water <br />available, the City has entered into leases over the last thirty years with various water users, <br />including Public Service Company, the St. Vrain School District, the Groundwater Appropriators <br />of the South Platte, and the Central Colorado Water Conservancy District. The City makes <br />replacements to the St. Vrain Creek from its WWTP effluent, Ralph Price Reservoir, and Union <br />Reservoir for these, and other, lessees. <br />Other water demands often required of municipalities are the obligations to maintain historical <br />return flows associated with the municipal use of credits from changed irrigation ditch shares. <br />The return flow obligations from the changed direct flow rights, presented in Table 7, are unique <br />to each ditch.
