PHYSICAL INFORMATION <br />Irrigated lands located below Lyons and east towards Platteville and north towards the Little <br />Thompson River basin in Water District 4 are supplied with ditch company water. A small <br />number of shares of Highland Ditch Company stock are used by irrigators located under the Ish <br />Reservoir (Boulder Larimer Ditch) and the Supply Ditch system. Approximately 15 percent of <br />the lands irrigated under the Highland Ditch are commingled with Ish Reservoir or Supply Ditch <br />shares. <br />Three off-channel reservoirs under the Highland Ditch system and utilized for late season <br />irrigation deliveries. These units have a total active storage capacity of approximately 7,200 ac-ft <br />and are used exclusively for irrigation deliveries to shareholders. Highland Reservoir No. 2 is the <br />largest of the three storage units (3,713 ac-ft active storage capacity) and is operated to regulate <br />water along the lower reaches of the ditch system. <br />The ditch company has 49% ownership in the 2,161 ac-ft capacity Beaver Park Reservoir, <br />located above Lyons on Beaver Creek, a tributary to South Fork St. Vrain Creek. Beaver Park <br />storage water is released to the river and diverted at the Highland Ditch headgate to supplement <br />the ditch company's direct flow water rights. The ditch company also owns storage capacity in <br />downstream off-channel reservoirs that are used to make replacements to facilitate late-season <br />diversions, by exchange, at the Highland Ditch headgate. The ditch company owns the 4,350 ac- <br />ft capacity Foothills Reservoir, which is filled via the Foothills Reservoir Inlet Ditch off the <br />south side of the St. Vrain River. The ditch company historically owned and used the 2,460 ac-ft <br />capacity McIntosh Lake to make replacements down the Oligarchy Ditch in exchange for <br />diversion of portions of the Oligarchy Ditch direct flow water right at the Highland Ditch. <br />Ownership of McIntosh Lake has changed hands in the last few years but operations of the lake <br />have not, as explained in the Operational Information section. <br />The ditch company infrastructure is located in Water District 5 in Boulder County. Information <br />related to the ditch headgate, ditch layout, on-ditch reservoirs, and exchange/replacement <br />reservoirs is summarized below. <br />1) Highland Ditch (Structure ID 0500526) <br />The Highland Ditch headgate consists of 2-4' and 2-3' radial gates and an automated 4' gate <br />located on the north side of the St. Vrain River as shown in Figure 1. The Highland Ditch is <br />unlined for the extent of its length, except for an 800-foot lined section at the bottom of a <br />hillside, and is in satisfactory condition. The ditch travels in an easterly /northeasterly direction <br />north of the St. Vrain River to the irrigated lands and reservoirs under the ditch. <br />Length: Approximately 26 miles <br />Capacity: The capacity of Highland Ditch is 325 cubic feet per second (cfs) <br />Measurement Device: Diversions through the Highland Ditch are measured via a 15' <br />Parshall~Bristol flume with clock recorder located about 200 feet to 300 feet down ditch. <br />Highland Ditch Operating Memorandum.doc 4 of 16 February 24, 2005 <br />
