Storage use during the 1970s was limited <br />due to the planning and completion of a reservoir enlargement, which was completed in 1979. <br />The water derived from the Joe Wright Reservoir enlargement decree is reusable along with all <br />but the first 1,000 ac-ft of Michigan Ditch diversions. Since much of this water is reusable, the <br />City is a party to a 3-party agreement, or reuse plan, involving Platte River Power Authority and <br />WSSC (see Operational Information section). <br />Portner Reservoir is located on the south side of Fossil Creek, south of the City and upstream of <br />Fossil Creek Reservoir. Portner Reservoir was owned by an individual irrigator prior to <br />ownership being transferred to the Fort Collins Parks Department in the mid-1980s. Dam safety <br />issues precluded the use of the reservoir during the late-1980s/early-1990s. The City has since <br />modified the dam structure and takes delivery of the Portner Reservoir storage rights in three <br />smaller ponds that are located within a City park. The City uses water under these storage rights <br />primarily for irrigation within the park area. The City has a pending application before the water <br />court to formally change the way water is stored in the three smaller ponds. <br />Exchange Rights <br />In addition to the alternate points of diversion decreed for its changed ditch water rights, the City <br />adjudicated conditional exchanges in Case No. 92CW 129 from its wastewater plants and some <br />irrigation ditch headgates and ditch company reservoirs to the Fort Collins Pipeline and other <br />diversion points upstream on the Poudre River.
