Water Conservation Planning Services <br />working closely with Northglenn staff to compile necessary information. An inventory the City's water <br />supplies, water and wastewater systems, water use patterns, and existing conservation measures was <br />completed. We also developed a draft program implementation plan including current and planned <br />water conservation measures as well as estimated water and financial savings and costs. In October <br />2006 Hydrosphere was selected by the City of Northglenn to update their 2005 draft plan to conform to <br />the new CWCB Guidance Document. This work is currently underway. <br />Eagle River Water & Sanitation District: Conservation Master Plan, Retrofit Study, Drought Response <br />Client Contact: DennisGelvin,GeneralManager <br />email: dgelvin(p~erwsd.orq <br />phone: (910) 416-1480 <br />The Eagle River Water & Sanitation District (ERWSD) operates water supply and wastewater systems <br />that serve the towns of Vail, Minturn, Avon, and numerous unincorporated areas. Water conservation is <br />a critical component of the ERWSD's water supply planning strategy because late summer and winter <br />peak demands often coincide with periods when instream flows are at their lowest levels. Hydrosphere <br />has provided ongoing water conservation and drought response consulting services to the ERWSD for <br />over 15 years, including the development of water conservation plans and drought response plans. In <br />1996, Hydrosphere prepared Water Conservation Master Plans for the ERWSD and the Upper Eagle <br />Regional Water Authority, incorporating revisions needed to meet the requirements of HB 91-1154. <br />Preparation of these plans involved the characterization of historical water uses and use trends, the <br />identification of potential conservation program measures, and the evaluation of program measures in <br />terms of their practicality, effectiveness for meeting program goals, and feasibility given institutional, <br />financial, and political constraints. The Conservation Master Plan includes strategies for water efficient <br />fixtures and appliances, low water-use landscapes, efficient irrigation, industrial and commercial <br />efficiency, indirect potable and nonpotable reuse, leak detection and repair, public education programs, <br />and water rate structures designed to encourage efficiency. <br />In 1998, Hydrosphere conducted an evaluation of the feasibility and effectiveness of water conservation <br />measures involving the retrofit of water efficient indoor plumbing fixtures for large water customers for <br />the ERWSD. This investigation included the design and management of a survey of water customers <br />with service connections of 25 SFE or larger and a review of their historical water usage trends. A <br />Water Conservation Planning Model, developed by the Northwest Colorado Council of Governments <br />under a grant from the CWCB, was used to estimate potential water savings over time and the <br />economic costs and benefits associated with alternative retrofit programs. Survey and historical use <br />data were used to establish baseline water consumption conditions without implementation of a retrofit <br />program. <br />In response to the 2002 drought, Hydrosphere worked closely the ERWSD to provide monitoring of <br />water supply conditions, projections of water availability, and evaluation of drought response measures <br />including water rate surcharges to discourage waste.
