PHYSICAL INFORMATION <br />Water entitlement under the System is based on District acreage and/or ownership of Company <br />stock. Annual water allotments to the farmers are determined each year. Direct flow allotments <br />are based on a full diversion under the District's senior water rights, totaling 96.32 cfs, and an <br />irrigation season that begins on the first day water is delivered through the end of September. <br />The allotment of direct flow water also considers obligations to Putnam and transportation losses <br />along the canal. <br />Storage water allotments are made by dividing the useable amount of storage by the number of <br />acres in the District. Useable storage is defined as the volume of water above the 13.0 gage <br />height (minimum management level) on Empire Reservoir. Water below the 13.0 foot level is <br />held as a reserve. <br />• When irrigation deliveries are made with only the 96.32 senior direct flow water rights, <br />stockholders are "charged" the delivery water against their direct flow allotments. <br />• When the junior Company water right for 450 cfs is also in priority, irrigation deliveries <br />are made with "non-charge" water and the delivery is not considered to be a portion of <br />the stockholders' direct flow allotment. <br />• If the junior Company water right is not in priority and reservoir releases are required to <br />supplement the senior direct flow water rights, irrigation deliveries are made with <br />"charge" water against the stockholder's direct flow and storage allotments. <br />There are a total of 40 Empire Private Rights, which were created when the reservoir was built. <br />Ownership of these rights entitles the owners to Empire Reservoir storage water and yields 24 <br />acre-feet per right for the upper portion of the system and 20 acre-feet in the lower portion. The <br />Empire Private Rights are delivered and utilized in the same fashion as direct flow water <br />associated with District acres. <br />Some stockholders in the System own "non-system water" to supplement their water holdings in <br />the District or Company. "Non-system water" describes any water not specifically decreed <br />under the Bijou Irrigation System. These rights include Riverside, Jackson, Prewitt and Union <br />Reservoir Private Rights, and previously discussed Colorado Big Thompson Project units (C- <br />BT). Most reservoir private rights yield approximately 16 acre-feet per right at the point of <br />release, and deliver approximately 10 acre-feet depending where the land is located within the <br />System. All "non-system water" essentially rides on top of decreed System water, therefore if <br />the capacity of the conveyance channels is full with decreed System water, no "non-system <br />water" will be delivered. <br />Corona Ranch is privately owned land located below Bijou Canal between the Bijou Canal <br />headgate and the Putnam lands. The Corona Ranch diversion point is located approximately 1.5 <br />miles downstream of the Bijou Canal headgate and the System is responsible for delivering <br />Corona Ranch water rights. <br />Bijou Irrigation System 4 of 13 <br />
