Instream Flows
In Water Court Case No. W7636 an instream flow decree was awarded to the Colorado Water
Conservation Board (CWCB) for 15.0 cfs for a reach of Boulder Creek extending from the
discharge point of the Boulder Canyon Hydroelectric Plant on Main Boulder Creek to the outfall
of the City's wastewater treatment plant at 75th Street. This water right has an appropriation date
of 12/31/1973.
A management objective of the City is to maintain flows in Main Boulder Creek within the reach
defined in Case No. W7636 and the tributaries of Boulder Creek. Boulder works cooperatively
with the CWCB to accomplish this objective. As discussed above, the City's change of municipal
water rights derived from prior changes of water rights in several irrigation ditches in Case No.
90CW 193 resulted in the City conveying water to the CWCB that can be used for instream flow
purposes in North Boulder and Main Boulder Creeks. Since its purchase of Barker Reservoir and
as part of its developing management plan for the Barker system, the City is also working with
CWCB to restore instream flows in Middle Boulder Creek between Barker Dam and Orodell.
COMMENTS AND CONCERNS
None.
Where to find more information
^ Procedures for determining key diversion structures and a list of all key diversion structures
selected is presented in SPDSS Task 3 -Identify Key Diversion Structures Overall
Task Memorandum.
^ Procedures for determining key reservoirs and reservoir systems and a list of all key
reservoirs and reservoir systems structures selected is presented in SPDSS Task 5 -
Identify Key Storage Elements Overall Task Memorandum.
^ Additional information on ditch and reservoir operations within the Water District is
presented in the SPDSS Task 3 -Water District 6 Meeting Notes.
^ Additional information on NCWCD, Carter Lake, St. Vrain Supply Canal, and C-BT
operations within the Water District is presented in SPDSS Task 5-Northern Colorado
REFERENCES
1) Interview with Ms. Carol Ellinghouse, City of Boulder Water Resources Coordinator.
2) City of Boulder Raw Water Mater Plan, 1988.
