Roads. The majority owner in Baseline is the City of Lafayette. Boulder uses its Base Line <br />ownership by exchange, i.e. the City makes releases from Base Line Reservoir in exchange for <br />increased diversions at the City's points of diversion at Barker Reservoir and Silver Lake. The <br />City has changed its Base Line Reservoir shares to municipal uses. The City's exchange rights are <br />discussed below. The City's water rights, including rights to exchange water to upper points in <br />the Boulder Creek basin are discussed below. <br />Exchange Rights <br />The City regularly makes use of several exchange water rights in its operations. Exchanges <br />decreed in Water Court Case Nos. W7582, 94CW284, and 94CW285 are summarized in Table 6. <br />The exchange rights and agreements allow the City to release water to Boulder Creek from <br />Boulder and Baseline Reservoirs, or into the Boulder and White Rock Ditch from Boulder <br />Reservoir, in exchange for increased diversions at the City's upper points of diversion. The City <br />may also operate an exchange between the Lower Boulder Ditch and the City's upper diversion <br />points. <br />The Barker Reservoir exchange right is an important component of the City's operations. In many <br />years, much of the water stored in Barker Reservoir is derived through exchanging CBT water <br />from Boulder Reservoir.
