The capacity of <br />Skyscraper Reservoir is approximately 1,000 acre-feet, although there are currently no facilities by <br />which to release water or otherwise operate the reservoir. <br />City of Boulder Pipeline No. 3 (Structure ID 0600943) <br />Water is conveyed from Barker Reservoir through the 36-inch City of Boulder Pipeline No. 3 <br />(also known as Barker Gravity Pipeline or Boulder Power Pipeline, Structure ID 0600514) to <br />Kossler Reservoir. The capacity of the City of Boulder Pipeline No. 3 is approximately 50 cfs. <br />Kossler Reservoir is a small regulating (forebay) reservoir with a capacity of 165 acre-feet. From <br />Kossler Reservoir, water is dropped through a steel penstock (Barker Penstock) approximately <br />1,800 feet to the Boulder Canyon Hydroelectric Plant located on Main Boulder Creek <br />approximately two miles west (upstream) of the City. Historically, PSCo operated the <br />hydroelectric system to meet peak power demands during the winter months with continuous <br />generation during the summer months. Total plant rating for the Boulder Canyon facilities is 20 <br />MW, although only 10 MW is operational. <br />In the late 1960s, the City of Boulder acquired the right to use 2,000 acre-feet of storage in Barker <br />Reservoir and carry water through the PSCo pipeline facilities. The City also constructed the <br />extension of the Barker Pipelines (Boulder City Pipeline No.3) to convey water from the Boulder <br />Canyon Hydroelectric Plant to the Betasso Water Treatment Plant (Boulder's water dropped from <br />Kossler Reservoir can be siphoned under Boulder Creek and back up the north side of Boulder <br />Canyon to the Betasso Plant). The City's storage in Barker was increased to 4,000 acre-feet in the <br />1970s and to 8,000 acre-feet in 1984. In 2001, the City of Boulder purchased the Barker system, <br />including the Boulder Canyon Hydroelectric Plant, in its entirety from PSCo. <br />City of Boulder Memo.Doc Page 11 of 30 March 9, 2005 <br />
