~' ` ~xecutiue Summar~ <br />OVERVIEW <br />~ This study examined the feasibiiity of variou's measures to rehabilitate Knouth Dam for the <br />Supply Irrigating Ditch Company (SIDC). The purpose of the Knouth Reservoir Project is to <br />~ enhance the means for Supply Irrigation Ditch Compar~y (SIDC) to continue providing irrigation <br />water to shareholders by adding another storage option to their present system. 'This study was <br />~ - prepared in conformance with requirements for funding of the Colorado Water Conservation <br />Board (CWCB). The design aspects of the project were prepared in conformance with the 2007 <br />~ Dam Safety Rules and Regulations (Rules) of the Colorado State Engineer's Office (SEO). The <br />information presented in this study was based, in part, on information presented in the study <br />~ entitled "Feasibility Study for Rehabilitation of Knouth Reservoir Dams and Spillway", prepared <br />by Smith Geotechnical (Study) dated Febrezary 24, 2003. This study examined the feasibility of <br />~ non-structural and structural alternatives; and demonstrates the technical, financial, <br />environmental, and institutional feasibility of rehabilitating the existing dam. The structural <br />~ alterrzatives included rehabilitating the dam and its appurtenant structures to meet SEO Rules. <br />~ RECOMMENDED ALTERNATIVE <br />The recommended maintenance alternative is the construction of a spillway located along the <br />~ right abutment of the southem dam, removing vegetation from the embankment area, lining <br />select areas of the upstream dam face with clay, placing riprap along the upstream dam face, <br />~ enclosing the irrigation ditch within a pipe, and installing dam instrumentation. <br />FINANCIAL PROGRAM <br />~ Total capital expenses for the recommended project alternative, inciuding construction and <br />construction engineering with 30% contingency, design engineering, and the cost of this study, is <br />~ $995,000 (rounded). SIDC is applying for 90% of the construction cost through the CWCB <br />Small Projeet Loan Program and will finance the remaining 10% of the construction cost through <br />~ member participation. SIDC's loan request, with the CWCB 1% Service Fee, is for the amount <br />of $904,960. The annual payment will be $43,800, assuming a 30-year loan at a blended interest <br />~ rate of 2.60%.
