~ SECTIONTHREE Bacl~qround ~nformation <br />' The reservoir has never held water except for a short period of time in i 970 when a trial f 11 was <br />attempted. The reservoir seeped during the initial filling and was drained for safety concerns. <br />,~ <br />~ The original dam was never completed to meet SEO dam safety standards and the reservoir was <br />restricted to zero storage. <br />' SIDC filled the reservoir; under URS' and SEO's observation, duri~g the summer of 2007 to <br />evaluate the historical seepage issue. Several seepage areas developed along the northern dam <br />~ and one along the southern dam during the early stages of reservoir filling. During the 2007 test <br />filling, URS performed a drilling program to evaluate potential seepage paths through the <br />' embankment. The results of the evaluation are presented in Appendix F. <br />~ The SEO has the following dam safety concerns related to the project. The below concerns need <br />to be addressed so that the present reservoir restriction can be removed: <br />, i. Upstream riprap placement; <br />2. Abandon the irrigation ditch located along the dam crest; <br />, 3. Finish the secondary outlet located along the north embankment, or remove the short <br />~ piece of pipe that now exists; <br />4. Complete a site survey; <br />~ 5. Constract a seepage repair for the embanlcinents; and <br />~ 6. Perform a hydrologic study to verify adequacy of the spillway west of the south <br />embankment as it now exists. <br />~ Project photos are presented in Appendix C'along with historical drawings far the project. <br />~ 3.2 STUDY AREA AND EXISTING FACILITIES DESCRIPTION <br />3.2.1 Project Service Area <br />The service area for STDC includes approximateiy 8,500 acres of irrigated fanm land in Boulder <br />County, Colorado.
