RECEIVED

November 30,2006

ut::,L t) 4 Z006

Mr. Tim Feehan, P.E.
Colorado Water Conservation Board
Water Supply Planning and Finance Section
1580 Logan Street, Suite 750
Denver, Colorado 80203

Colorado Water
Conservation Board

Dear Tim:

The Dove Creek Secondary Water delivery system project (Contract No. C150153)
made substantial construction progress during the summer of 2006. The reservoir was
completed which included a 36 mil polypropylene liner, an 8' perimeter security fence,
pump plant and electrical service. All delivery supply lines on the north side of U.S.
Highway 491 have been installed including 85 water taps.

I would like to request an extension from the Colorado Water Conservation Board,
Contract No. 150153 - Dove Creek Secondary Water Delivery System. After a review
of the Project Summary - Dolores WCD, it is evident that in Section 10 - Time for
Performance, Project Finish: Two (2) years from effective date of this contract of May
12, 2004 was not attained. The District requested an extension last year after I became
the General Manager for the Dolores Water Conservancy District due to the installation
of pipe taking longer than original construction schedule projections. The complex
underground utilities that our construction crews have encountered had severely
impacted the anticipate completion schedule. I would like to originate a Contract
Amendment extension of one (1) year with a revised completion date of December 31,
2007.

Thank you for your help with this request and I look forward to working with you in the
future on other projects. I would also like to invite you to tour this project anytime you
are in the Dove Creek area.

Sincerely,

~~

Kenny Sr4h s;;:
General Manager
