SYSTEM OVERVIEW <br />Alva B. Adams Tunnel (Adams Tunnel) <br />transports water from Grand Lake on the west <br />slope, under the Continental Divide, to the Big <br />Thompson basin on the east slope. Once the <br />water reaches the east slope, it is used to generate <br />electricity and provide water for agriculture, <br />municipal, domestic, and industrial uses within <br />the boundaries of the NCWCD in northeastern <br />Colorado. <br />The Adams Tunnel is part of the Colorado-Big <br />Thompson (C-BT) Project, the largest <br />transmountain diversion project in Colorado. Looking from Grand Lake Lodge toward east end of <br />The C-BT prof ect is owned by the U. S. Bureau Grand Lake, where the West Portal is located <br />of Reclamation (USBR). NCWCD is the contract beneficiary of the project, having the perpetual <br />right to the water yielded from the project. NCWCD also operates and maintains the project's <br />water collection and distribution facilities. <br />The tunnel is named for a U.S. senator from Colorado who played a key role in encouraging <br />Congress to fund and construct the C-BT Project. <br />This key structure is owned by the USBR, however diversions through Adams Tunnel are <br />scheduled by the USBR in consultation with NCWCD and the Western Area Power <br />Administration (WAPA). Once the water has been diverted through Adams Tunnel and <br />delivered to the east slope terminal storage reservoirs, Horsetooth and Carter Lake, NCWCD <br />delivers the water to allottees or their designees. <br />U.
