RGDSS Memorandum
Final
TO: Ray Bennett
FROM: Ed Armbruster, Hydrosphere
SUBJECT: RGDSS Surface Water, Task 8.8 -Phase 1c Evaluate Baseflows, Verify
Model Operation, and Historical Diversion Check Runs and Analysis
DATE: September 27, 2000
CC: Randy Seaholm
Introduction
This memorandum represents delivery associated with Task 8.6 (Generate and Evaluate
Baseflows), Task 8.7 (Verify Model Operation -Check Mode), and Task 8.8, Historical
Diversion Check Runs and Analysis. The objectives of these tasks are as follows:
Task 8.6: Operate StateMod model in Baseflow mode with Phase 1 c monthly input files.
Generate and evaluate Baseflows checking for reasonableness.
Task 8.7: Operate StateMod model in Check mode with Phase 1 c monthly input files.
Evaluate and correct input data based on generated error messages.
Task 8.8: Operate StateMod model in Simulation mode with Phase 1 c monthly input files
and Baseflows. Evaluate results for reasonableness of the resulting flows and diversions.
Review of Phased Modeling Approach
The Rio Grande Surface Water Model is being developed in a phased approach whereby an
increasing percentage of basin-wide consumptive use is represented. When the model is
completed, 100 percent of consumptive use in the basin will be represented by numerous
agricultural, municipal and industrial demands. In Phase la efforts, modeled demands reflect
approximately 90 percent of the total decreed surface water use in the basin (by roughly 425
different water users). In Phase la of model development, the remaining decreed surface water
use is "left in the gage." Phase lb of model development builds upon Phase la results and
models 100 percent of consumptive use associated with lands served by surface diversions.
Finally, Phase lc builds upon previous efforts by including groundwater use, and results in a
model that includes 100 percent of all surface water and groundwater use in the basin.
This memorandum describes the creation of the Phase lc input files required to include
groundwater use that includes well stations, well water rights, well return and depletions and well
pumping. In addition, major enhancements included in the Phase lc model are described which
include the addition of municipal well use, the enhancement of surface water efficiencies, and
operation of the Rio Grande Compact.
C:Acdss\Task8-8.doc Phase lc Model September 27, 2000 -Page 1 of 17
