reported -the water provided by these structures is a supplemental supply to irrigated lands
associated with other structures on the river. Finally, District Water Commissioners were
contacted for clarification regarding the location and use of several ditches. The result of this
process was identifying approximately 320 ditches for inclusion in the model as aggregated
structures. The remaining 545 structures were determined to no longer be active. These
structures will not be represented in the Surface Water Model.
Attachment 1 is a complete listing of all direct flow diversion structures in Division 3 for each of
the eight water districts. Shown for each structures is its status as to whether it will be
represented as a key structure, within an aggregate group, or will not be modeled.
Location of Aggregate Diversion Structures in the Model Network
Aggregated direct flow diversion structures were generally located in the model network below
the lowest source stream serving a direct flow decree in each group. In most instances, the
aggregated structures were located on the primary stream within each general geographic area.
For example, direct flow water rights on numerous tributaries to the Rio Grande between South
Fork and Embargo Creek (including any aggregate structures on the Rio Grande within this
reach) were located on the Rio Grande at a point in the network just upstream of the Embargo
Creek confluence. This simplifying procedure is consistent with previous StateMod applications
in other river basins.
As previously noted there are 320 direct flow diversion structures aggregated in Division 3. The
distribution of these structures within each of the eight water district is shown in Table 1. Using
information on water supply source for each water right of these structures they were grouped
into 46 aggregated structures as shown in Table 2. More detailed information concerning specific
diversion structures aggregated under each group may be found in Attachment 2.
Table 1
Aggregated Direct Flow Diversion Structures in Division 3
District Number of
Aggregate Structures
20 111
21 13
22 6
24 45
25 55
26 60
27 13
35 17
Total 320
Table 2
Direct Diversion Structure Aggregations
StateMod
Aggregation Points
12
4
2
10
4
2
4
46
C:Acdss\Task7-l.doc Water Right Aggregation March 13, 2000 -Page 2 of 6
