RGDSS Memorandum <br />Final <br />TO: Ray Bennett <br />FROM: Ed Armbruster, Hydrosphere <br />SUBJECT: RGDSS Surface Water, Task 6.12 - 6.14 -Phase 1a Evaluate Baseflows, <br />Verify Model Operation, and Historical Diversion Check Runs and Analysis <br />DATE: February 14, 2000 <br />CC: Randy Seaholm <br />Introduction <br />This memorandum represents delivery associated with Task 6.12 (Generate and Evaluate <br />Baseflows), Task 6.13 (Verify Model Operation -Check Mode), and Task 6.14, Historical <br />Diversion Check Runs and Analysis. The objectives of these tasks are as follows: <br />Task 6.12: Operate StateMod model in Baseflow mode with Phase 1 a monthly input files. <br />Generate and evaluate Baseflows checking for reasonableness. <br />Task 6.13: Operate StateMod model in Check mode with Phase 1 a monthly input files. <br />Evaluate and correct input data based on generated error messages. <br />Task 6.14: Operate StateMod model in Simulation mode with Phase 1 a monthly input <br />files and Baseflows. Evaluate results for reasonableness of the resulting flows and <br />diversions. <br />Review of Phased Modeling Approach <br />The Rio Grande Surface Water Model is being developed in a phased approach whereby an <br />increasing percentage of basin-wide consumptive use is represented. When the model is <br />completed, 100 percent of consumptive use in the basin will be represented by numerous <br />agricultural, municipal and industrial demands. In Phase la efforts, modeled demands reflect <br />approximately 90 percent of the total decreed surface water use in the basin (by roughly 425 <br />different water users). In this Phase of model development, the remaining decreed surface water <br />use is "left in the gage." Phase lb of model development builds upon Phase la results and <br />models 100 percent of consumptive use associated with lands served by surface diversions. <br />Finally, Phase lc builds upon previous efforts by including groundwater use, and results in a <br />model that includes 100 percent of all, surface and ground, water use in the basin. <br />Phase 1a Model Input Files <br />Phase la development of the Rio Grande Surface Water Model included development of <br />numerous model input files. The majority of these input files were created using Data <br />Management Interfaces (watright, demandts, tstool, makenet, makertn) by executing command <br />filed created specifically for the Rio Grande Basin.
