<br />Feasibility Study <br /> <br />Loveland Lake and Ditch Company <br /> <br />Inlet Upgrade Project <br /> <br />Introduction (Need for the Project) <br /> <br />The Loveland Lake and Ditch Company (LL&D), located in Larimer County, operates the <br />Loveland Reservoir and associated ditches for the benefit of the shareholders by storing <br />water and providing direct flow irrigation water. LL&D appropriates water from the Big <br />Thompson River just west of the town of Loveland, stores the water in Loveland <br />Reservoir, and water deliveries are made through the Company's ditches to the 500- <br />acre service area. <br /> <br />The goal of this project is to increase the capacity of the inlet so that when the reservoir <br />is in priority we are able to take much more water than the current inlet allows. <br /> <br />Currently, the inlet pipe has a capacity of 2OCFS. Our first decree for water appropriated <br />from the Big Thompson River, allows us to fill the reservoir at a rate of 50CFS. The other <br />two decrees describe filling the reservoir at greater rates; 60CFS and then 250CFS. <br />However, at the time those decrees were written, and up until the early 1970's, the <br />reservoir was filled through a ravine of "limitless capacity" as described in the decrees. <br /> <br />In the early 1970's the owner of the property through which this ravine runs complained <br />that running water through the ravine was causing erosion of his property. To settle the <br />complaint, the company and property owner agreed to install an underground 18inch line <br />from the Handy Ditch and into the reservoir. While the flow capacity of the 18inch line <br />was severely restrictive as compared to that of the ravine, it was not considered to be a <br />problem. This was because at that time the reservoir was kept full primarily from waste <br />water running off the fields being flood irrigated to the north and west, and the inlet pipe <br />was not often needed to fill the lake. <br /> <br />Today the land to the north and west of the reservoir is no longer being farmed. It is <br />going under residential and commercial development. With this change we now rely <br />almost exclusively upon our appropriations from the Big Thompson River to fill the <br />reservoir. That being the case, when the reservoir is in priority, the greater the flow <br />capacity of our inlet then the greater our chances of being able to fill the reservoir before <br />it goes out of priority. <br /> <br />Project Sponsor <br /> <br />The LL&D is a mutual ditch company and a non-profit corporation registered in the State <br />of Colorado. There are 48 shareholders and 150 shares of stock. The LL&D <br />shareholders have the power to set annual assessments to be paid by the shareholders. <br />The LL&D Directors, of which there are 5, have the power to cut off water deliveries to <br />shareholders that fail to pay their assessments, and the power to offer stock for sale to <br /> <br />Loveland Lake and Ditch Company <br />Inlet Structure Upgrade Feasibility Study <br />February 1,2008 <br /> <br />7 of 47 <br />
