trees and other landscaping that depends upon water from the company has died due to
lack of water and replaced at considerable expense.

Social and Physical Impacts

The project will have no significant sooial impaots, since it will assure the continued
operation of a currently existing irrigation system. The project will have minor physical
impacts, once construction is complete. The land through which the new inlet will run is
currently cultivated and will be returned to a condition that will enable that cultivation to
continue.

Conclusions

1. The Loveland Lake and Ditch Company is an incorporated entity in the State of
Colorado with the ability to enter into a contract with the CWCS for the purpose of
obtaining a Construction Fund loan.

2. Rights-of Way easements are adequate for the construction of this project.

3. The project would provide for the continued delivery of irrigation water to share
holders.

4. The total estimated cost of the project is $135,382 and this will be financed, in part,
by in-house financing. The LL&D Company is applying for a $105,000 Emergency
loan from the CWCS Construction Fund for amounts that can not be comfortably
covered by in-house financing.

5. The Loveland Lake and Ditch Company is eligible for a loan from the CWCS
Emergency Infrastructure Repair Account because the project is necessary to
continue, and continue to improve the responsible management of raw water
appropriated by the company for the beneficial use of its shareholders.

6. The project is technically and financially feasible.

Loveland Lake and Ditch Company
Inlet Structure Upgrade Feasibility Study
February 1,2008

14 of 47
