Loveland Lake and Ditch Company - Loveland Reservoir Inlet Improvements

Introduction

The Loveland Lake and Ditch Company (Company) is requesting a loan from the CWCB in the
amount of$105,000 to finance the engineering and construction of the Loveland Reservoir Inlet
Improvements (project). The loan represents approximately 80% of the estimated total cost of
$135,000 ofthe Project. The goal ofthis project is to increase the capacity ofthe inlet so that when
the reservoir is in priority it can be filled to its decreed amount. See attached Project Data Sheet for
a location map and a project summary.

Background

Loveland Reservoir (Reservoir) is located in Larimer County on the western border of the Town of
Berthoud. The Company diverts water from the Big Thompson River just west of the Town of
Loveland, stores the water in the Reservoir, and delivers water through the Company's ditches to a
500-acre service area.

Currently, the Reservoir is filled through an inlet pipe limited to 20 cfs. The Company's first decree
for water appropriated from the Big Thompson River allows it to fill the Reservoir at a rate of 50 cfs.
There are two additional decrees which allow filling the Reservoir at the rate of 250 cfs.

Originally the Reservoir was filled through a ravine from the Handy Ditch south to the Reservoir. In
the early 1970's, the owner of the property through which this ravine ran complained that running
water through the ravine was causing erosion of his property. To settle the complaint, the Company
and property owner agreed to install an 18 inch pipeline from the Handy Ditch into the Reservoir.
