Colorado Water for the 21St Century
Metro Roundtable -Meeting Minutes
June 11, 2008 4:00 - 6:15 PM
At the Denver Water Board Room
Doug Scott chaired the meeting.
Erich Hecox gave an update on the May IBCC meeting in Walden. The main focus was
on continuing the "visioning" process, developing a more robust vision statement, and
looking at technical work behind various strategies for moving forward with the work of
the IBCC. Chips Barry said that he is recommending that the IBCC adopt a statewide
"use only what you need" concept. He would also like to propose a statutory definition of
un-appropriated water that would exclude water owed by Colorado for interstate
compact deliveries. Specifically, he proposes astatutorily-mandated finding in each
basin by State Engineer concerning the amount of such un-appropriated water. There
was general discussion of this concept.
Barbara Biggs provided information on the Colorado Water Conservation Board's
activities. The CWCB approved a grant application by the Super Ditch in the Arkansas
River basin. The Upper Basin County Water Needs Assessment grant proposal was
also approved.
Tom Akers gave a short presentation on the proposed study concerning "Demonstration
of Membrane Zero Liquid Discharge Process for Drinking Water Systems". The Metro
Roundtable unanimously approved $50,000 from the Water Supply Reserve Account for
this project.
Jeff Shoemaker of The Greenway Foundation presented information concerning a
proposed feasibility study to identify habitat and recreation improvement alternatives.
He expects to make a funding request at the next Metro Roundtable meeting.
Sue Morea and Hal Simpson gave a summary, as an initial draft, of several topics
related to the consumptive needs assessment in the South Platte and Denver metro
area. There was discussion and comment by Roundtable members. Sue and Hal
reported that an updated draft report would probably be submitted within the next few
weeks.
Erich Hecox summarized water-related bills from the past legislative session.
Doug Scott gave an update of the status of Metro Roundtable member renewals. Doug
indicated that this is his last meeting as member and chairman.
Prepared by: Gary Thompson
July 3, 2008
