• Rio Grande <br />• Conejos River <br />• Rio Los Pinos <br />• Rio San Antonio <br />• Several other tributaries to the Rio Grande <br />• Several other streams and creeks tributary to the Closed Basin <br />The Rio Grande extends roughly 170 miles between its head waters above Creede in Colorado to <br />the New Mexico state-line. The Conejos River, the largest tributary to the Rio Grande in <br />Colorado, extends approximately 70 miles from Platoro Reservoir to its confluence with the Rio <br />Grande near Las Sauces. The majority of the water rights, in terms of volumetric decreed <br />amounts, administered by Division 3 are located on the Rio Grande and Conejos River. Many <br />more small decreed rights are administered on numerous creeks and streams tributary to the Rio <br />Grande, Conejos River, and the Closed Basin. <br />One of the greatest challenges faced by Division 3 is administration of water rights on the Rio <br />Grande, Conejos and other tributaries subject to water delivery requirements at the New Mexico <br />state-line set forth in the Rio Grande Compact. Day-to-day administration of the Compact is <br />discussed further below. <br />Water Districts <br />Water Division 3 is divided into eight Water Districts generally corresponding to geographic <br />drainage areas. Districts and the primary water sources administered include: <br />• District 20: Rio Grande from its headwaters to a point below Alamosa <br />• District 21: La Jara Creek and the Alamosa River <br />• District 22: Conejos River, Rio San Antonio and Rio Los Pinos <br />• District 24: Culebra Creek and Costilla Creek <br />• District 25: San Luis Creek and numerous tributaries to the Closed Basin <br />• District 26: Saguache Creek and several tributaries <br />• District 27: Carnero Creek and La Garita Creek <br />• District 35: Trinchera Creek, Sangre de Cristo Creek and Ute Creek <br />Responsibility for water rights administration within each Water District is delegated to one or <br />more Water Commissioner for each District.
