excellent relationships with most water users in the District and discussions are informal, friendly <br />and cooperative. The Commissioner frequently attends water user meetings and discussion <br />groups. <br />Irrigation Techniques in the District <br />The majority of irrigation in District 26 occurs using flood irrigation and flood border techniques. <br />There are also several few sprinkler systems (center pivots) in the District. Sprinkler systems in <br />the District use groundwater from both the confined and unconfined aquifers. The District <br />Commissioner noted that many of the wells used for existing sprinkler systems were constructed <br />in the late 1940s and were originally pumped to flood irrigate. The Commissioner also noted <br />that the number of sprinkler systems has increased and the extent of sprinkler use is documented <br />in annual "Farm Plans." <br />Cropping in the District <br />Cropping in District 26 consists of a mix of field crops including alfalfa, pasture hay and small <br />grains. Total acres is generally provided by water users in the District on an annual basis and this <br />information is recorded in the State's database. <br />Return Flows <br />All return flows from water diverted from Saguache drain into one of three different "arroyo" <br />systems or back to Saguache Creek. Included are the Fullerton, Werner and Ball arroyos, and the <br />north branch of Saquache Creek. Werner Arroyo is the most significant of these return flow <br />points in that numerous structures divert from this water source. The Rio Grande Canal originally <br />extended to Saguache Creek but no longer runs this far north. Two water users have filed on <br />waters from the Canal but this water is flumed over Werner Arroyo. The Commissioner noted <br />that he is not responsible for administration of waters from the Rio Grande Canal, although he <br />does administer flows received through the Weiss Overflow Ditch. <br />River Gains and Losses <br />The District Commissioner referred to studies conducted by Craig Cotton on gains and losses on <br />Saguache Creek <br />Comments and Concerns <br />None <br />Attachments <br />1.
