Use of direct flow rights typically occurs during the period April 1 through October 31. <br />However, variations in climatic conditions may often result in minor extension or shortening of <br />this "irrigation season." <br />The District Commissioner is not aware of diversion structures and canal systems that have <br />physical capacities that are less than their total decreed water rights. <br />The Commissioner noted that several diversion structures that appear in the State's database are <br />actually water rights that are carried in other structures. Included are: <br />Culebra Eastdale Ditch -also carries: <br />• Langevelt-Loman Ditch <br />• Romero Ditch <br />These "carrier" structures are noted as such in Attachment 2. Older diversion records may <br />combine flows through these ditches that share a common headgate, but presently diversions <br />under each are recorded separately. The District Commissioner also pointed out that diversion <br />and irrigated acreage records treat these carried rights as part of the structure that carries them <br />(e.g. diversion and irrigated acreage records are not separated). <br />Drainage and Seepage Ditches <br />There are no significant drain or seepage ditches within District 24. The Commissioner noted <br />only one small seepage right in the District, the Frank Mondragon Ditch No. l . Use of drains as a <br />water supply is not a common practice as it is in other parts of Division 3. <br />Key Structures <br />To assist in the development of a surface water model of the Rio Grande as part of the RGDSS, <br />discussions with District 24 Commissioners included the identification of "key" diversion <br />structures. Key structures were defined as those that significantly effect water rights <br />administration in the District. The criteria that were used to identify key structures included: <br />• total decreed water right amount under the structure (greater than 5 cfs); <br />• water right priority, either senior or swing rights as identified by the water <br />commissioner during the interview; <br />• relatively large amounts of land irrigated under the structure (250 acres and <br />greater); and <br />• represented in previous modeling efforts. <br />A list of all structures within District 24 is provided as Attachment 2. Fora 5 cfs cutoff, 24 key <br />structures exist in District 24 that represent approximately 90% of the decreed rights in District <br />24. Also, the last column of Attachment 3 includes a descriptor that explains why a structure that <br />appears to meet one or more of the above criteria was not considered key. <br />Reservoir Storage Rights and Operations <br />There are three significant reservoirs in District 24. Sanchez Reservoir, with a decreed capacity <br />of 103,155 acre-feet, is located along Ventero Creek, a tributary to Culebra Creek. Sanchez <br />Reservoir is owned and operated by the Sanchez Ditch and Reservoir Company. The reservoir is <br />located approximately 8 miles south of the Town of San Luis.
